Jefferson County grand jury returns indictments

STEUBENVILLE — A Jefferson County grand jury returned eight indictments Wednesday, including one against a Brilliant man charged with forcing a child to have sex with him.

Dylan Allan Kernan, 500 Wallace St., Brilliant, was indicted on charges of rape and unlawful sexual conduct with a minor both felonies.

The indictment alleges Kernan, 23, 500 Wallace St., Brilliant, used “force or threat of force” to compel a girl under the age of 13 to have sex with him repeatedly over a 16-month period beginning in July 2022.

Grand jurors also returned a four-count indictment against Corey Lee Hendrickson, 28 Township Road 281, Lot 38, Steubenville, charging him with felony assault on a police officer as well as misdemeanor counts of aggravated menacing, using a weapon while intoxicated and resisting arrest Jan. 23.

Authorities say a family member had called the sheriff’s department to report Henrickson, 20, was in possession of a loaded gun and was threatening to shoot two people in the home. Hendrickson allegedly told police to kill him but while they were negotiating his surrender, a friend who had served in the Marine’s was able to get the gun away from him, they said.

During the ensuing scuffle Hendrickson allegedly bit a deputy “through his clothing, all the way to his skin,” they said. The indictment also alleges Hendrickson caused others to believe their lives were in danger and that he was under the influence of drugs, alcohol while in possession of the gun.

Others ordered to stand trial:

• Trey Michael Jeter, 20, 613 Pine St., Steubenville, two felony counts of having a weapon under disability, each carrying a firearm specification. The indictment alleges Jeter, 20, had a .45 caliber Smith and Wesson and a .45 caliber Ruger SR in his possession July 25 when he was captured by Akron police, despite being prohibited from owning or using guns due to a 2024 conviction in Jefferson County for aggravated assault.

Authorities say the Ruger had been reported stolen, but the indictment includes a forfeiture specification for the Smith and Wesson.

• Devin Brandon, 29, 1401 Wellesley Ave., Steubenville, possession of cocaine and having weapons while under disability both felonies. The indictment also attached firearm specifications to each count that carries a one-year sentence enhancement if he’s convicted.

Detectives with the Jefferson County Drug Task Force allegedly found cocaine, a gun and $3,764 in cash in Brandon’s house when they executed a warrant there Jan. 22. Brandon is prohibited from owning or using guns due to an involuntary manslaughter conviction in 2022 and a 2022 conviction for aggravated assault.

Authorities also want Brandon to forfeit the money found during the search.

• Jamaree Shavon Nelson, Avon Park, Fla., possession of cocaine and having weapons while under disability, both felonies.

Nelson, 32, allegedly had about 80 grams of cocaine and a loaded firearm in his possession when he was pulled over by a Wells Township officer on Jan. 22. Authorities maintain Nelson was also the target of multiple nationwide arrest warrants and said that because of a 2021 conviction in Florida for felony possession of methamphetamine, he cannot own or use guns.

• Keith Matthew Pinkerton, 49, 1002 Township Road 428, Toronto, operating a vehicle under the influence of alcohol, drugs or a combination of the two, a felony.

Authorities allege Pinkerton tested at “almost twice the legal limit” for alcohol when he was pulled over Jan. 2. The case was elevated to felony level due to prior drunk driving convictions in Toronto County Court (2016), in Hancock County, WV Magistrate Court (2017) and Beaver County (PA) Common Pleas Court (2018).

• Jacob Paul Butto, 43, 103 Ravine St., Mingo Junction, aggravated drug trafficking. The felony indictment alleges Butto sold methamphetamine in the vicinity of Garfield East Elementary School in Steubenville on Aug. 11.

• Ian Keith Saunders, 46, 50 Lindsay Ave., Wellsburg, failure to comply with an order or signal of a police officer, a felony. The indictment alleges Saunders led Steubenville police on a high-speed chase through Steubenville on Jan. 2, “causing a substantial risk of serious physical harm to person’s or property.”
