Wellsburg Police

Charged: Bryan T. Cosper, 19, Guys Mills, Pa., battery, Oct. 24.

Charged: William T. Caralla, 66, 117 Maryland Ave., Weirton, cruelty to animals, Oct. 31. According to a criminal complaint, a dog seized from Caralla was found to be suffering from malnutrition, Lyme disease and anaplasmosis, a disease spread by ticks.

Steubenville Police

Had to go: A septuagenarian is facing charges after he allegedly exposed himself and threatened to defecate on the floor of a business because he couldn’t find a restroom that wasn’t in use, Thursday. Employees said the male wanted to use their restroom and when he found out it was occupied, wandered into the staff area looking for another. They said when they told him he needed to leave the staff area he refused and began arguing with them and pulled his pants down, and when he found out they’d called police fled the store. Police allege that when they located the man in the restroom at a store next door “he stated he did expose himself .. (and) became angry after he was unable to use the restroom.” Dale Hanlon, 73, 1132 Oak Grove Ave., was charged with disorderly conduct and trespassing and warned to stay away from both businesses, police said.

Seeing things: A woman complained that she was walking to a business in the 2100 block of Sunset Boulevard when “an older male pounding on the door … was making gestures toward employees and pulled down his pants to expose his bare buttocks,” Thursday. Police located the male, who told them he was “knocking on the door to get the employees’ attention because the door was locked” but said he “never pulled his pants down or exposed himself to anyone,” which employees confirmed. They said the man is a regular customer “and that he was knocking on the door and making faces at them in a funny manner.”

Throwing things: Callers in the 800 block of North Sixth Street report glass breaking and screaming coming from the seventh floor, Friday. No one answered the door of the apartment where the disturbance was centered, but police said when they reviewed footage, they “could hear loud banging and screaming in the hallway” and saw a man run out of the apartment, then watched a female exit the apartment multiple times. After getting a second call police returned to the building, this time making entry into the apartment where they found “broken glass all over the floor.” The female initially told police there was a baby inside but later admitted she’d lied because “she was scared.” The male returned a short time later and said they’d been arguing and he left “due to (her) throwing items around the residence and becoming irate.” He told police he would leave for the night

Assault reported: A Summit Avenue resident said she was assaulted by her neighbor, Thursday. She said she’d invited the woman into her apartment earlier in the week and realized she “appeared to be under the influence of drugs and alcohol,” but asked her to watch her kids while she ran to the store to get groceries. She told police that during the conversation, the neighbor struck her in the face, knocking her glasses off with the first punch and then hitting her again above her lip before leaving the apartment with her EBT card. She said she later found the card behind her residence and when she checked the balance, discovered multiple charges on Monday and Tuesday that she hadn’t made. Police said she was hesitant to file charges for fear the neighbor would retaliate. Police said she had no visible injures and told them she was not injured, though she was upset her children witnessed the altercation.

Trespassing: The owner of a property in the 600 block of Butte Street told police someone had pitched a tent on it without permission, Thursday. He “wanted them to leave and take their items with them,” police said. They located a woman in the tent and advised her to leave. Police also told her she cannot put a tent up on property she does not own without the owner’s permission or she could be charged with trespassing.

Rocky road: A woman who’s been having trouble with children in the 1300 block of Sinclair Avenue said one of them through a rock at her child striking her in the head, Thursday. Police said the child did have a small mark on her forehead and told police she just wanted the other woman’s kids to stay away from hers. Police couldn’t find the other woman.

Thief: A man wearing a mask that partially obstructed his face walked out of Wal-Mart with a jacket valued at $57 he hadn’t paid for, Thursday.

Cited: Samantha S. Simmons, 25, 313 Meadowbrook Drive, Wintersville, no operator’s license and failure to reinstate license. Her passenger, Elijah D. Rose, 21, 14 Paul Ave., Wintersville, was cited for littering. Also cited: Bryce C. Farrell, 26, Wintersville, speeding; and Doyle R. Jones, 57, Columbus, speeding and driving under suspension.
