Felony charges filed: Two people were taken into custody on felony drug charges after detectives with the Jefferson County Drug Task Force allegedly found cocaine, fentanyl and drug paraphernalia Wednesday in their home at 2610 Chestnut St., Steubenville.
Task Force Commander Sheriff’s Deputy Major Chris Vinci said Andrew M. Biasi, 64, was charged with possession of cocaine, possession of fentanyl, possession of drug paraphernalia and permitting drug abuse, while Tiffany M. Miller, 36, was charged with possession of cocaine and possession of drug paraphernalia.
Vinci said the residence was a “neighborhood nuisance.”
The task force was assisted by Steubenville Police, the Jefferson County Special Response Team and sheriff’s deputies.

Omitted details: A man flagged police down to report he was delivering food in the 1300 block of Oregon Avenue Monday when someone threw a rock at his vehicle. He said they missed but claimed they chased him down the road to his residence “trying to ‘jump’ him.” They spoke with a woman at the residence who said the man had been harassing her online for about a month and once she turned him down “he began calling her derogatory names and driving past her (home).” She said earlier she’d been trying to get her child in when he “drove past at a high rate of speed, nearly hitting her child.” She yelled at him to slow down but said he continued driving past her house trying to get her boyfriend to fight him. When her boyfriend came outside, she said the man took off running for his home. Police advised all involved that as adults they need to “learn to co-exist on the same street.”
Seeing things: A city resident said she barricaded her doors after someone picked the lock and robbed her Monday. She said the individuals cut a section of her basement carpet out as well as a few sections of her particle board ceiling. She also advised “a serial killer has been after her for several years and that someone had removed and stolen teeth from her mouth while she was sleeping.” To ease her mind, police told her they would make extra patrols through her neighborhood.
Potty mouth: A woman in the 1300 block of Maryland Avenue said a male known to her “is following her around the city, yelling obscenities at her.” She said she is not sure “what his problem is or why he’s bothering her.”
Scaring people: A city resident was hospitalized after callers reported she had made concerning comments about strangers breaking into her home, waking up with unexplained bruises and a belief that her ex was using “witchcraft” against her and her child.
Overstayed: A Maryland Avenue resident said she had let a man stay at her home for a couple of nights and now would not leave Tuesday. The man said she let him move in a couple months earlier when he was homeless and he gives her money to help with the rent. Another party confirmed he had been there several months. Police told her she would have to evict him.
Regrets: A Market Street resident said Tuesday he had given a family member a cell phone but she was not keeping up with the bills and he wanted it back. Police told him if he gave it to her willingly it was a civil issue and he would have to take her to court.
Complaining: A city resident complained that one of her kids had called her twice in violation of a protection order she has against him. She said the juvenile identified himself in one message he left and tried to disguise his voice on the other recording.
Drugs: City firefighters asked police to assist with an alleged drug overdose in the 3800 block of Stratford Boulevard Monday. They told police they had administered 8 mg of Narcan to revive the woman, her second in 24 hours, and claimed she told them there was more fentanyl in a change purse she had left in her bedroom. Police said they found fentanyl rocks in the purse.
Welfare checked: Police were asked to do a welfare check in the 100 block of Pembroke Road Wednesday. A neighbor reported calling the man’s phone and hearing it ring but he did not answer. Police were able to make entry into the residence and discovered the man had fallen and could not get up.
Booked: Nyzaire King, 26, 1337 Euclid Ave., Steubenville, obstructing official business, public indecency and two counts of domestic violence; Dylan McElroy, 27, no address listed, warrant for failure to appear.
Served: Macie DeFilippo, 25, Cherry Avenue, Steubenville, warrant for misdemeanor theft; Shaylyn N. James, 40, 180 N. Fourth St., Apt. 613, Steubenville, warrant for theft.
Code issues: Notices of violation were sent to owners/occupants of properties at 180 Pembroke Road, 1303 Wellesley Ave., 1309 Wellesley Ave., 1320 Wellesley Ave., 306 Vernon Ave., 206 Opal Blvd. and 1228 Oak Grove Ave. for high grass.
Cited: Deborah Still, 53, 823 Broadway Blvd., Steubenville, and Talan Poulin, 20, 723 Oakmont Ave., Steubenville, for parking in a restricted area. Their two vehicles were blocking the boat ramp at the marina.
