Water use: City employees told police a lock appears to have been removed in order to restore water to a Spring Avenue home, Friday. Workers said the homeowner had requested water service months ago, but was told he’d have to fix the connection at the curb first.

The connection was never repaired, but when they visited the residence recently the workers said they discovered the water was on without the homeowner being billed, police said.

Neutral corners: Warring neighbors in the 1400 block of State Street each accused the other of causing a disturbance, Friday. A woman claimed her son stepped out on their front porch and the neighbor started yelling and screaming at him, but the man said he was on his porch and looked over to see the son staring at him. It’s been an ongoing problem and all involved were advised to avoid each other, police said.

Prowler: Callers reported seeing an individual trying to open car doors on North Sixth, Ross and North Fifth streets, Sunday.

Lost: A woman shopping at Kroger lost a wallet containing debit cards, her concealed carry permit, a gold necklace with heart charms and $50-$75 in cash, Friday.

Found: A witness who saw a female toss a new black bookbag from a Honda Civic on North Fourth Street told police it contained a small computer belonging to an Indian Creek student, Saturday.

Hit-skip: A woman who was parked at Hollywood Plaza said an unknown driver hit her car, damaging the side fender, headlight and bumper, and it was leaking fluid, Friday.

Code issues: Notices of violation were sent to owners of properties at 744 Kendall Avenue, weeds; 1232 Sinclair Ave., litter; 217 Murphy Ave., weeds; 834 Rosswell Ave., weeds.

Fraud: A woman who applied on Indeed.com for a job with the school system said someone contacted her by e-mail asking for her driver’s license number and phone number and sent her a check for nearly $3,400 with instructions to deposit it, Friday. The bank told her the check was fake, police said.

Arrested: Charles Barr, 19, 242 tr 242, Toronto, obstruction, trespassing and pending charges, Saturday.

Arrested: Ambreona Smith, 27, 914 N. Sixth St., Steubenville, bench warrant, Friday.

Arrested; Jamal E. Jamison, 28, 1242 Ridge Ave., Steubenville, trespassing, Saturday.

Arrested: Susan Pritt, 36, 600 Sixth St., Lot 3, Wellsville, failure to appear and petit theft, Thursday. Police said Pritt had three outstanding warrants out of Beaver County, Pa.

Cited: Jessica Wood, 26, 195 West Church St., Wintersville, red light violation; Johnny Lewis, 41, 600 Garrett Ave., Steubenville driving under suspension; Maroda Dobritz, 25, 513 Wilbert Ave., East Liverpool, criminal trespass; Robert L. Ingram, 68, 532 Union Ave., Steubenville, driving under suspension and speeding.

Arrested: Donnee Jones, 44, 141 West Boulevard, Mingo Junction, domestic violence and assault, Thursday.
