Police Beat Steubenville Police A caller reported seeing a woman who appeared to be disoriented walking in the vicinity of University Boulevard Sunday. Police said the woman had a dog on a leash but was “stumbling around and falling to the side of the roadway.” She told police she’d been eating at a nearby restaurant with her boyfriend but when he called her “in an offensive and inappropriate way,” she walked out.
