A Lawson Avenue man was charged with arson after an early morning fire Saturday gutted his home.

Police said Brandon M. Carroll, 27, 435 Lawson Ave., was booked into the Jefferson County jail without bond.

Security cameras captured footage of a man in a red hoodie leaving the residence immediately before the fire started, police said, and several people allege Carroll told them "he had caught the (residence) on fire," with one of them claiming Carroll had said he "lit a pillow on fire." They produced a red hoodie and boots they said Carroll had been wearing when he came to the location, as well as a small bicycle they said he was riding when he arrived.

Carroll was not at the location when police interviewed the witnesses, but police said he returned a short time later and was taken into custody.

Police report the structure was "fully engulfed" when they arrived, but city firefighters were already there "attempting to put the fire out."

"The house is a total loss," Fire Chief Joe Ribar confirmed. "The state fire marshal is coming tomorrow (Sunday) to help with the investigation."

Demanding: A woman in the 600 block of Spring Avenue claimed she saw individuals in a pickup trying to break into a property next to her Friday. Officers stopped the vehicle and identified the two men inside, who told police they were staying at a downtown location and were driving around "and got stuck on Spring Avenue at the dead end." They denied trying to break into the residence she had pointed out, and police advised them to stay out of the area. Police checked the residence she said they were trying to enter and reported it was "locked and secured." She was upset the men were detained, but when police told her there was no cause to arrest anybody, she said "they didn't make it to the house before she confronted them and the house had been broke into several times in the past" and that she wanted the vehicle stopped "due to it not belonging in the area." Police said they explained to her it's a public street, but she "did not want to listen."

Booked: Dominic Damion Seaman, 31, 529 Franklin Ave., Steubenville, domestic violence (Saturday). Police said Seaman was taken into custody after a caller reported a physical altercation at his home. A female there was "visibly distraught" and crying, police said, and told them she had been struck in the face. Police said she had some swelling and blood by her lip and mouth and reported Seaman, located in an upstairs bedroom, was "heavily intoxicated."

Carrying grudges: A woman in the 700 block of N. 7th Street said she ran into her ex-girlfriend at a store downtown and the ex "started an argument" Saturday. She said the store manager then yelled at her to leave the property. Police spoke with the ex, who said she "doesn't want to be around her ex-girlfriend and does not want her coming to her work, either."

Used his hands: A woman at a N. 11th Street location said she and her significant other had been in a physical altercation Saturday. She said the two had been arguing before he "struck her in the face." Police said her cheek was "a little swollen," but she didn't want to pursue charges. They were advised to stay away from each other for the night.

Sad times: A man was lying face down on the sidewalk in the 1400 block of Belleview Boulevard Saturday. Police said the man appeared unresponsive, so they radioed for an ambulance, only to discover he was well aware of his surroundings. He told them he had the feeling "people in the neighborhood felt that he was being a nuisance so he decided to lay down on the sidewalk." He said he had no thoughts of self-harm and didn't want to go to the hospital, and told police if he does start feeling anxious and believed the hospital would be beneficial to call them.

Booked: Nicole J. Reed, 44, 2071 State Route 150, Adena, served with a Harrison County warrant alleging felony theft (Saturday).

Spiteful: A man wanted to retrieve his belongings from a residence in the 400 block of S. 5th Street Friday. A female in the residence insisted he had no belongings in her home and claimed he didn't live there, but when police checked recent reports at the location they found out she was fibbing. Police said when they reminded her he had established residency and was allowed in the residence, she "was unhappy with the news and locked all the doors." JMHA responded but told police that since the male was not on the lease, they couldn't let him in. The man came back to try again Saturday, but she still insisted his things weren't there and refused to let him in to look. Police gave him a ride to Weirton.

Noise makers: A caller complained of a loud party in the 800 block of Belleview Boulevard disturbing the neighborhood Friday. Police said they could hear "yelling coming from the background" and advised the individuals to lower the volume.

Squatting: Police were asked to check the 800 block of Lincoln Boulevard for individuals trespassing at a vacant property Saturday. The caller said he'd seen someone walking up the driveway to a vacant residence, and when police checked it, they reported there was evidence people had been squatting there but no one was present.

Warrant served: Aaron Jackson, 23, 310 Henry Ave., Steubenville, warrant for domestic violence (Friday); Charles DiPalma, no age listed, 516 N. 4th St., Steubenville, Columbiana County warrant for failing to appear on a larceny charge (Saturday).

Cited: Julianne Lowe, 46, 62229 Ramsey Road, Bellaire, assured clear distance ahead Friday after a rear-end collision on University Boulevard at Franciscan Way; Reina Marie Hernandez Zelaya, 29, Steubenville, no operator's license; Matthew L. Ramos, 28, 350 Belleview Blvd., Steubenville, speed.
