STEUBENVILLE POLICE Heave ho: Three panic alarms were triggered Friday at the Veterans Affairs office because a man who was belligerent and arguing with the staff allegedly “threw a clipboard and was harassing employees.” They wanted him to leave and “come back at a later date” when he’d calmed down.
