Phoenix Program earns recertification
STEUBENVILLE — The Phoenix Program of the Jefferson County Courthouse has earned final certification from the Ohio Supreme Court Commission on Specialized Dockets. The program, overseen by Common Pleas Judge Michelle Miller, has been operating for more than 11 years and has undergone recertification several times.
