Police Beat STEUBENVILLE POLICE Scary stuff: A city resident told police last week her juvenile child had been violent with siblings and has been spitting on family members. The juvenile's mother said there had been a prior incident involving an overdose and the child has also "killed animals and was causing harm to the family's pets."
