STEUBENVILLE — The former Mingo Junction fire chief was indicted by the Jefferson County grand jury on three counts of fifth degree felonies, Wednesday.
John D. Wright Sr., 49, of 205 Eleanor St., Mingo Junction, was indicted on one count of theft by control without consent, one count of theft by deception and one count of receiving stolen property.
According to court documents, the first two counts spanned from Jan. 1, 2015, through Feb. 18 of this year, while the third count spanned from Jan. 1, 2015, through the date of indictment.
Wright, who had been on a medical leave of absence for approximately the last three months, offered his resignation as fire chief at the April 28 Mingo Junction Village Council meeting, citing health reasons.
Wright had been involved with the department for 29 years and said he hoped to remain involved with the department and offered to assist outlining qualifications for his successor.
Council President Mike Herrick, who said he was surprised to learn of the indictment, confirmed that Monday was Wright’s last day before retirement.
“It’s something I hate to see happen,” Herrick said. “I’m very sad to hear of something like that happening in our village. He just retired.”
“He was a very dedicated worker,” Herrick added.
Court documents listed members of the fire department as the victims on the first two counts.
The document said, on the count of theft by control without consent, that the grand jury found that during the time frame, Wright “did with purpose to deprive the owners” of “property, money or services,” which it said were valued at more than $1,000 and less than $7,500, “knowingly obtain or exert control over the property, without the consent of the owners or persons authorized to give consent.”
On the count of theft by deception, according to court documents, the grand jury found that Wright did “knowingly obtain or exert control over either the property or services, by deception.” The amount was also more than $1,000 and less than $7,500, per the document.
On the count of receiving stolen property, the document said the grand jury found that Wright, “did receive, retain, or dispose of property of another,” also saying Wright “knowing or having reasonable cause to believe said property had been obtained through the commission of a theft offense.” The amount listed by the document was again more than $1,000 and less than $7,500.
Village Administrator Bob Smith declined to comment and referred questions regarding the fire department to Mayor Ed Fithen. Attempts to reach Fithen were unsuccessful.
