Police Beat STEUBENVILLE POLICE Grounded: A man riding his bicycle told police he saw a man “punch a female in the face” in the 400 block of Madison Avenue Monday. He said he confronted the male and they argued, then after he began riding away he said the male “came up from behind and pushed him off his bike. He said after he fell, the man “punched him several times in the head,” then he and the woman he punched got in a car and drove away.
