STEUBENVILLE POLICE

Water theft alleged: A water department employee who shut off water to a residence in the 3600 block of Sunset Boulevard alleged a resident had tampered with her water meter and was using water she didn't have to pay for. The resident told police she was aware the pipe had been changed but insisted it was done by "a man unknown to her" and she didn't know his name. Police told her she could expect the city to contact her "in regards to theft of service" and was advised to have her water service turned back on legally.

Gullible: A Carnegie Street resident told police she gave her debit card and PIN number to a man she knows only as "Q" so he could borrow $40 from her Tuesday and afterward sat the card down "somewhere inside (her) residence." Not long after she said her card was "used for three transactions at a Follansbee ATM" and another at Bet Rivers. Police said $214 was pilfered from her account.

Issues: Steubenville and Mingo Junction firefighters needed police assistance with an elderly city resident who "had no food in her apartment, was not taking her prescribed medications and making remarks about (people) coming into her home at night and pouring water on her" and showing early signs of congestive heart failure, Tuesday. Police said one of her legs was swollen "to the point that it was almost double the size of (the other)," but she insisted "she didn't care about her legs and it was not a problem." A family member with her medical power of attorney was concerned about her welfare and wanted her seen by doctors, but mom "continuously referred to first responders as demons who refused to vote for Trump" and she "refused to take the 'dope' she was prescribed and would not go to the hospital because they would only take her blood." Given conditions, police told her she was going to the hospital even though "she "continued to argue about (first responders) 'not voting for Trump.'" They pointed out he can't run again due to term limits and he was not up for re-election." She advised she was unaware of that.

Marked up: A caller reported a disturbance involving a woman in the 1200 block of Wellesley Avenue Tuesday. The man was still there when police arrived and "had obvious injuries to his face" and told them it must have happened "while he was sleeping," police said. He said he didn't know where the woman ran off to and didn't want to say more or pursue charges.

Walk off: A warrant was issued Tuesday for the arrest of Samantha Cremeans, 31, 712 University Blvd., Steubenville, escape. During a traffic stop, police allege Cremeans was "very animated and avoiding eye contact" with a blue plastic bottle containing residue believed to be crack cocaine as well as chor boy in her lap, plus a used hypodermic needle, several metal push rods, a crack pipe, a burned metal spoon with residue and more chor boy in her purse and another bag with residue under her seat. Once advised of her charges police report Cremeans told them she "did not feel good and needed an ambulance." Once she was at the ER and in a bed hospital personnel reported she "sprinted through the ER and exited the building." Cremeans also has been charged with possession of drug paraphernalia, police said, adding she was in possession of a debit card that didn't belong to her and $580 in cash. She allegedly told police she only knew the owner of the debit card by his first name "because she just met him" and was using his card "to buy steaks from the store." She wanted police to take the card to the jail "so (the man) could pick it up" but they refused, instead securing the money in an evidence locker and telling her he could claim it at the police station.

Unsupervised kids: Police spotted a small juvenile alone on the sidewalk on State Street at Henry Avenue Tuesday. The child, age 3, told them he "lost his older brother" who he was supposed to be with, police said. His older brother, age 7, was located near Maxwell Avenue, and police walked the two of them home where they had a chat with their mother.
