He was born in Steubenville on September 12, 1956 to the late John Clark Warnock and Corleah Blanchard Warnock. Ruth Ellen Rodgers, 81, of Steubenville, Ohio, passed away on April 14, 2026 at Trinity Medical Center West. Ruth was born on January 18, 1945 in Wheeling, WV the daughter of the late Naomi M. Rodgers Hatcher. She attended the Jefferson County Sheltered Workshop until her retirement. Ruth is preceded in death by her loving husband, David “Turk” Kelps.
