Steubenville Police Tensions rising: A Shirley Circle resident said she’s being harassed by a neighbor, Thursday. She said she didn’t know the woman’s name but told police she “comes over and wants to fight her over parking spots.” She said she normally “just ignores her and doesn’t go out to confront her.” High flying: A woman at a building in the 100 block of North Fourth Street told police “she was high and (a male) had thrown her to the ground,” Friday.
