STEUBENVILLE POLICE
Window toss: An object was thrown out an apartment window Wednesday on N. 4th at Washington streets and hit a passing car. Police said there was a “large amount of broken glass” in the street and report the driver told them he was on Washington Street when he “heard a heavy thud on the top of his vehicle” so he pulled over and saw the broken glass. Police spotted two windows on the seventh floor of the north-facing side of the Fort Steuben Apartments had been broken as well as a broken wooden hammer handle “and the top portion of a ball-peen hammer” on the sidewalk, and reported hearing “a loud commotion coming from the apartment…as if someone were breaking things.” Police said Harley M. Crowe, 32, 180 N. 4th St., Apt. 713, was charged with vehicular vandalism and served with a warrant for failure to appear.
Alcohol-fueled: A Cleveland Avenue resident “exhibiting signs of intoxication” claimed his wife had accused him of “wanting to sleep with the neighbor as well as a female UPS driver” and during the ensuing argument “she struck him in the chest.” He said he thought about “getting his 9mm to defend himself from his wife for hitting him (but) decided against it” and called police instead. Police said he had no injuries and report his wife “also appeared intoxicated” and told them her husband, who fancies himself a ladies’ man, so she “confronted him about it,” but said no threats were made and it never became physical. While they were talking to her police said the husband told them he was going to get his gun for them, but they escorted him back to the porch and then retrieved the gun for themselves. After rendering the gun safe, police said the man decided he wanted them to “throw out” his wife, but instead they arranged for him to stay with his sister for the night.
Another world: A fight was reported in a parking lot in the 100 block of N. 4th Street Friday and a male who was involved said he’d been hit in the face by a female. She said she was talking to the man “about getting $30 back for marijuana” and they started arguing “and everyone came over to separate them.” She claimed he hit her in the head and kicked her in the stomach.
Not hearing it: A Lovers Lane resident said Wednesday someone in the apartment above him was “causing an unreasonable amount of noise and it has been going on for (about) five days.” Police said they didn’t hear any noise from the other apartment but tried to talk to the tenant anyway, but couldn’t make contact.
Booked: Brandon Kuglar, 38, no fixed address, warrants for failure to appear, possession of drug paraphernalia and failure to comply. Police allegedly found Kuglar hiding under a pile of clothes in a closet at a Lincoln Boulevard property. A female companion, Amanda Rice, 39, also with no fixed address, was charged with criminal trespass, obstruction, falsification and conveyance.
Bagged: A man who described himself as “homeless and staying in a camp in Weirton” told police he was hanging out with other homeless people across from North End ballfield Wednesday and “someone stole his food.” Another homeless individual told them the man’s bags “were still where he left them.” Police took the bag of merchandise to the man, who then requested a ride back to Weirton.
Asked to leave: Police were asked to remove a man who was loitering Thursday at a University Boulevard business. The man told them he and his girlfriend had argued and he’d walked there from Walmart, and since he didn’t have his phone with him he’d used the business phone to call for a ride, but employees said he’d been “screaming at whoever he was speaking with” and wanted him gone.
Regretting it: A Euclid Avenue resident said he let his ex use his car as long as she returned it by dark and when he retrieved it, discovered the windshield had been cracked. He said it appeared as if “someone punched it” and his ex and several people with her had “scattered” when they saw him.
Tit-for-tat: A man on N. 4th Street was yelling obscenities Saturday. He told police he’d been “yelling at some (people) who had been ‘talking crazy’ to him.”
Tone it down: Police were asked to check on a woman who was outside an apartment in the 600 block of N. 5th Street Saturday “yelling for no apparent reason.” She told police she was “practicing her marching cadences” and was fine. Police advised her to do it more quietly.
Thieving kids: Sherman Avenue residents told police their cameras captured footage Saturday of two juveniles cutting the wire to the camera and stealing it and a bike lock attached to their bike. The homeowners said the juveniles also damaged a window screen and told police they think they had someone else with them in order to cut the wire at the top corner of the door.
Had enough: An Oregon Avenue resident asked police to remove a man from her property Wednesday who had been “standing outside yelling up” to her.
Charged: Otis E. Allen Jr., 49, 732 N. 6th Ave., Steubenville, persistent disorderly conduct and public indecency. Callers had reported seeing a man urinating in public and, due to frequent interactions with Allen recently, police added the disorderly charge. He had been charged with trespassing earlier in the day when police found him laying on a sidewalk outside a Hollywood Plaza business where he’d been trespassed for life.
Booked: Sarah Jones, 44, 307 Clover St., contempt of court.
Summons issued: Devin Murphy, 33, Elm St., Weirton, petit theft; Patrick Allen, 35, 1407 Oregon Ave., Steubenville, theft; Theresa Coles, 47, also of 1407 Oregon Ave., warrant for theft (Municipal Court) and warrant for failure to appear (Toronto County Court).
Code issues: Notices of violation were sent to owners/occupants of properties at 617 N. 5th St., 633 N. 5th St., 1337 Steele Ave., high grass.
Cited: Mamadou Guisse, 45, 998 McKinley Ave., Steubenville, marked lane violation and expired plates after a two-car fender-bender Wednesday on University Boulevard at N. 7th Street; Luke J. Heal, 18, 1802 Oregon Ave., Steubenville, failure to yield Friday after a two-vehicle fender-bender on Plum at Maxwell; Leann Rocchio, 43, Toronto, and Terrion D. Cates, 21, 3905 Sunset Blvd., Apt. 2, speeding; William D. Crothers Jr., 67, 141 Linmar Ave., Wintersville, and James A. Elder Jr., 66, 415 Maxwell Ave., Steubenville, stop sign violation.
