Police reports STEUBENVILLE POLICE Arrest made in shots fired, chase: A man who allegedly fired multiple shots in the 200 block of S. 5th Street, then led Steubenville police on a high-speed chase a month ago that ended in Washington, Pa., was booked into the Jefferson County Jail Tuesday. Police said Rashad J. Grigsby, 27, of Washington, Pa. was with arrest warrants charging him with improperly handling a firearm in a motor vehicle and discharging a firearm in city limits, along with probation violation.
