Steubenville mayor, council races get decided

STEUBENVILLE — City voters navigated a busy ballot to approve all eight charter revisions and return two council incumbents to another term.
Unofficial results show Second Ward Councilman Tracy McManamon, the incumbent, easily defeated his write-in opponent, Derek Smith, while incumbent Fourth Ward Councilman Royal Mayo, a Democrat, took a 29-vote margin of victory over Republican newcomer Marc Barnes. Republican Ralph Petrella, meanwhile, scored an easy win over write-in candidate Chuck Burch for mayor.
Steubenville’s charter revisions also scored a better than two-to-one margin to win passage.
“Overall, the changes will help the city but if some of them don’t seem to work as the charter committee plans, we will have to make changes as soon as possible, and not wait 10 years to address (them),” Councilman at large Joel Walker said.
The charter hadn’t been updated since 2014 and much had changed, he said.
“Some of the changes were really needed, like (it) had a section about the city health department, but we haven’t had one for years,” he said. “The charter (is supposed to be) reviewed every 10 years but moving forward, we won’t wait that long. I’m thinking of having it reviewed every two years so there will not be so many changes at once.”
Preliminary tallies show McManamon pulled 421 (91.32 percent) votes with 40 votes for Smith.
McManamon thanked “all the citizens of the Second Ward who came out and voted for me.”
“I am very grateful for the opportunity to continue to serve our city,” he said. “I’m especially grateful to those who helped me in this campaign. Over the past several months several people came forward wanting to help and I’m grateful for all that they have done to make this campaign a success.”
McManamon said the tallies, though unofficial, “tell me that the citizens of the Second Ward are very engaged and want to see me continue to work along with my colleagues on city council as well as the city staff.”
He said while a lot of good things happened over the past four years, “there is more to come in the next four.”
“(But) I will miss working alongside our terrific mayor as well as Sixth Ward Councilman (Michael) Hernon. Both will be sorely missed, but both have offered to stay available.”
Unofficial tallies also show Mayo pulling 138 votes to win a second term as Fourth Ward Councilman, with Barnes receiving 109.
Mayo said afterward he felt “relieved, gracious.”
“And I’m just thankful to God and my constituents,” he said, adding the outcome “tells me they appreciate what I’m doing and what I was doing the last four years.”
“I’m just happy to be back to serve the Fourth Ward and the city of Steubenville,” he said. “But I had a lot of good help, people who campaigned for me, friends. They worked hard. I couldn’t have done it without them.”
He said he’ll continue to focus on the Choice Neighborhoods grant plan, “I want to breathe some life into it.”
“I think it would turn this city around,” he said. “And it would spur additional investment.”
In the mayor’s race, unofficial tallies show Petrella pulling 2,296 votes to 302 for Burch. Newcomer Jennifer Terpenning, running unopposed for the Sixth Ward council seat, unofficially pulled in 592 votes.
