West Virginia State Police

Charged; Luke L. Clark, 30, 406 Coss Road, Wellsburg, domestic battery, deprivation of emergency services and providing false information to an officer, Monday, for allegedly pinning a woman known to him onto the floor and preventing her from calling for her help.

Steubenville Police

Con artist: An animal welfare check was requested at a property in the 2000 block of Eve Drive after callers complained about their living conditions, Wednesday. Police said no one came to the door, but they didn’t hear any animals inside the residence, and there were no signs of animals being on the property. A family member said the resident has been “going from family member to family member … telling people she has animals in order for them to give her money.”

Mistaken identity: A Bloomingdale man said he spotted a 1998 Harley-Davidson motorcycle he’d reported stolen 15 months ago at a Lincoln Avenue residence, Wednesday. He said a neighbor had told him it was his Harley and it had been parked in a fenced area at the residence “for years.” He said he’d waited to report it stolen “because it was stolen while he was in prison.” The Lincoln Avenue resident told police the Harley belonged to her boyfriend’s brother and that it had been there about two years. When they checked the VIN police said it wasn’t a match.

Needed break: A couple in the vicinity of State Street was causing a disturbance, Wednesday. They told police they’d “been arguing and having a hard time the last several weeks regarding an issue with their electrical bill.” The husband said he’d wanted his wife to stay home from work, but he was worried for her wellbeing when she said she was going to walk to work. She admitted she couldn’t walk that far, but she needed to get away for a bit.

Fraud: A Union Avenue resident told police sometime in the past few weeks someone opened an account with Verizon using his name and address, Wednesday. He said he found out about it when they sent him a bill, and said when he called the company “they would not tell him when the account was opened.” He said he didn’t authorize anyone to open the account.

Served, charged: Samantha Strachan, 35, 2937 Linda Way, Steubenville, warrant for possession of drugs/controlled substances (Steubenville Municipal Court) and falsification, Wednesday. Police allege Strachan identified herself by a family member’s name and later admitted she knew a warrant had been issued for her arrest.

Wide turn: A Rosslyn Avenue resident said his neighbor told him his truck had been struck by a school bus, Wednesday. Police said the damage was on the front driver’s side and was “consistent with the action of a larger vehicle turning left onto Buena Vista Boulevard.”

Booked: David Cope, 564 Cadiz Road, Lot 19, Wintersville, probation violation (Wintersvile county court) and failure to appear (Toronto county court), Wednesday. Cope also was cited for driving under suspension.

Served: Dyneshia Casteel, 46, 2823 Cleveland Ave., Steubenville, warrant for failure to appear, Wednesday.

Summoned to appear: William Dunburg, 36, 150 Greenacre Lane, Mingo Junction, theft, Wednesday. Employees at Wal-Mart told police Dunburg took a DVD set out of of its packaging and concealed it in his pockets. The DVDs were valued at nearly $100.

Code issues: Notices of violation were sent to owners/occupants of properties at 1116 Park St., 4701 Scioto Drive and 301 Henry Ave., high grass/weeds; 130 Shirley Circle, mattress in side yard

Cited: Vehicle parked in the 2300 block of Chestnut Street, towed for expired plates.

Money missing: A business owner reported wiring nearly $61,000 to an aviation company for parts in August, but they still haven’t been delivered, Tuesday. When they reached out to the company, they learned the supplier’s email had been hacked “and the money went to a scammer.” They said they were unable to file a fraud report with their bank, and the bank they’d wired their money to “advised the information was confidential and wouldn’t release it.”

Did some damage: An individual who bought a property at a sheriff’s sale said the man who’d been living there had damaged the property, Tuesday.

The new owner said they’d videoed the interior of the property during a walk-through and gave the occupant seven days to vacate the property. When they returned, they discovered kitchen cabinets missing and he’d disconnected several electrical and plumbing fixtures “and had begun removing click-lock style flooring in the living room.”

The man returned the cabinets, but the new owner said due to the damage they’ll have to replace the living room floor.

Hot and cold: A county resident said his wife had him served with a protection order and then called him that morning shortly before 6 a.m., but he didn’t pick up, Wednesday.

He said he didn’t answer her call, which police said was a good idea.

Broken: A Wintersville resident said she came home from work to find her sliding glass door had been broken Wednesday. A worker told her kids had been playing football and believes they may have broken it.

Porch pirate: A resident reported the theft of a TV from a porch, Friday.

The homeowner was away when the TV was delivered.
