Steubenville Police

Action-reaction: A man in the 1200 block of Pennsylvania Avenue complained that his upstairs neighbor’s dogs were “barking and scratching the floor” and she was “walking around, stomping her feet,” Sunday. The upstairs neighbor said her dogs were playing in her apartment and he “began to hit the roof with a broom stick” which made her dogs bark even more, so she “then started to stomp her feet.” Both were advised of the noise ordinance and told they could be cited if they continue to cause problems.

Card reader: A city resident who ordered a $470 bundle of Pokemon cards off eBay told police when it was delivered Friday he realized someone had already opened the package, removed the cards and resealed the box. He said when he opened it he discovered “the actual cards had been stolen and only the opened packages and trash were in the box.”

Chain reaction: Police assisted Steubenville EMS with a combative patient at a Terri Avenue location, Saturday. EMS personnel said the man “became aggressive toward them by charging after them,” but he never got physical and was so intoxicated “(he) could barely stand.” A family member advised he wasn’t feeling well when he came home from work and started drinking, and at some point he “fell in the bathroom, hitting his head” and then fell again in the hallway and was bleeding from the back of his head and right ear. He’d already waived treatment before police arrived, but they told him that due to his injuries he would have to go to the hospital. Three hours later police were told the man had left the hospital “with an IV in his arm” and was in the 3000 block of Glendwell Avenue “asking people for rides.” When they got to the Terri Avenue location police said a woman “outside crying” told them the man was in the house “acting crazy” which isn’t normal behavior for him and report they could hear him “yelling and causing a disturbance.” She said things never got physical and believes he was upset that she had not been with him at the hospital because she’d been making child care arrangements and he’d “left the hospital before she was able to (get) there.” When they talked to the male, he told them he didn’t need assistance and was upset that his family left him at the hospital and did not (go to) see him.” Police said he no longer appeared intoxicated and told them he was going to bed, which they thought was a good idea.

Parking police: A shopper at Aldi complained “an adult and children in a silver Buick were smoking marijuana,” Friday. Police located the vehicle and said the female driver had all the windows down and was “smoking a tobacco cigarette.” They said there was no odor of marijuana but the vehicle “was parked somewhat inconsiderately and not squared up with the parking stall lines.” The driver told them an “older female” had exited the store “and made a comment to her about her parking,” then accused her of smoking marijuana and said she was calling police, who after investigating said there was no indication the driver was smoking anything but cigarettes.

Rocky road: A man was found “sleeping on the sidewalk” in the 200 block of Hollywood Boulevard, Saturday. He gathered his belongings and left the area on foot, police said.

Congregating: Police responding to a report of a disturbance in the 900 block of Sherman Avenue said they found “a large group” at the location, Friday. The individuals advised that the disagreement was strictly verbal. Police waited for all of them to leave the scene.

Booked: A city resident is facing charges after he allegedly slapped a juvenile, Sunday. Police said the juvenile told them she and her mother were arguing when the man slapped her face. Her mother confirmed she’d been struck as did a bystander who said he’d heard the girl being slapped. The bystander said he ended up tussling with the alleged slapper but didn’t want to pursue charges, though police determined they had the grounds to do it themselves and booked Lakuwan Kelly, 32, 407 Union Ave., into the county jail on a domestic violence charge.

Tight spot: A Wellesley Avenue man had to move his vehicle after a resident was unable to move his truck, Friday. Police said the truck was parked between two vehicles and there wasn’t enough room for its owner to get out so they told him he “must park in a manner that does not obstruct traffic.”

In and out: Police responded to a property in the 500 block of Lawson Avenue because two people were seen entering a vacant building, Friday. Police said “multiple doors” were open, but no one was found inside.

Reported: Someone in the vicinity of Seventh Street and Franklin Avenue reported hearing a shot fired, Saturday. Police said they checked the area but couldn’t find any sign of a gun being fired.

Booked: A resident in the 500 block of South Fourth Street said she was arguing with a woman about something that happened earlier in the day and the woman “began getting in her face” and was “waving her hands” in front of her. The resident said she told the woman to get away from her but claims instead the woman “continued to act belligerently” so she “grabbed the woman’s finger as she kept waving it in her face.” The resident said the woman then punched her face, and police said she had some redness and swelling under her right eye. Police said they took Edith Hoberek, 47, 571 S. Fourth St., into custody for domestic violence after she allegedly told them “She did… strike the (resident).”

Cited: Casey Blair, no age or address listed, expired registration; Kevin Rifflard, 60, 1343 Wellesley Ave., dog at large; Jennifer E. Terry, 48, 522 Logan Ave., Mingo Junction, red light violation after a two-car collision at Pico Street and Sunset Boulevard.

Follansbee Police

Charged: Sabin Serrao, 23, 4112 Washington St., Weirton, wanton endangerment with a firearm, Sunday.

Charged: Larry A. Gardner Jr., 41, 108 Shephard Ave., no operator’s license, registration or insurance, Friday.

West Virginia State Police

Charged: Darrel Coen III, 28, 4301 Brooke St., Weirton, possession of a controlled substance, expired registration and no insurance or inspection, Friday.

Wellsburg Police

Charged: Tanura D. Metzner, 50, 75 20th St., driving under the influence and destruction of property, Friday.
