Assaulted: A Wintersville resident asked her neighbor to call for help because her boyfriend was assaulting her, Wednesday. The victim told deputies the man “threw her down, choked her and punched her in the right eye. Deputies said she had a scratch on her back. and her neck appeared red, her eye was beginning to swell and she had a bite mark on her arm that she said was from a prior incident. The man left before deputies arrived, but she wants to pursue charges.

Off track: A Tiltonsville-area resident needed assistance with a family member who “was abusing his medication is in the yard yelling at imaginary people,” Tuesday. He said the younger man was “in the kitchen acting out of control” so he was afraid to go in. Deputies found the younger man on the kitchen floor, “chanting ‘heal’ over and over again” and said he ignored their attempts to get his attention. Eventually they said an officer got his attention and the younger man “crawled over to the door and stood up” but remained “incoherent” and “ran back into the house and hid behind a trash can “from a being that wasn’t there.” They got the man into a cruiser and he was taken to a hospital.

Uneasy: A county Road 74 resident (Mingo Junction) reported hearing a gunshot, then about an hour later saw someone with a flashlight near the railroad tracks behind her home, Tuesday. Deputies said no one was there when they searched the area.

Argued: A Yorkville resident said she and her boyfriend were arguing and he pushed her and “motioned like he was going to punch her” but didn’t, Tuesday. She wanted him to leave and he agreed to, though he told deputies the fight never turned physical.

Quiet: A Frostview Drive resident reported hearing loud music but when they checked the area, deputies said nothing appeared to be amiss.

Steubenville Police

Risky business: A homeless man ended up in custody after he persisted in jumping in front of vehicles in the 300 block of South Street despite having been asked to stay on the sidewalk, Monday. Police said Joel Greer, 33, no fixed address, was booked into the Jefferson County jail on charges of disorderly conduct and obstruction of official business. They allege Greer had been standing in the middle of the road and when they first asked him to move to the sidewalk he “eventually” did, but while still within view they saw him “run across the street, almost being struck by a (car)” and then “jumped out in front of another vehicle.” When police exited their cruisers they said he started walking away and when they caught up to him, allegedly resisted arrest and tried to bite them.

Message sent: Callers in the 1400 block of Oregon Avenue reported a man “knocking at the door (of a residence) and yelling, Tuesday. The man told them he lives in the residence but his female companion “locked him out and will not give him his car keys so he can leave.” Police tried to speak with the woman but were unable to so they told the an if he remains in the area, “he must keep his voice down to prevent him from further disturbing the neighborhood.” He said he’d reach out to his associates for a ride.

Fleeced: A former city resident told police she’d hired two people to move her and her things from Steubenville to Akron but when they got there she jumped off the truck “and the subjects left without removing the washing machine or her other property,” Tuesday. She said she thinks electronic items are missing from her Steubenville apartment but she hasn’t been back to confirm it. Police told her until she could verify what is and isn’t missing there was nothing they could do on their end, advising her to speak with Akron police about the items allegedly stolen there. She said she paid the couple $600.

Charged: A West Virginia man ended up in custody after a caller reported seeing a man in a silver car in the Hollywood Plaza parking lot slumped over his steering wheel, Tuesday. Police said Leonard Henline Jr., 43, 18 View Ave., Beech Bottom, was charged with two counts of felony possession of drugs after they allegedly located substances believed to be methamphetamine and fentanyl in his possession. They said that when they arrived at the lot, Henline was slouched over but when they turned the ignition off, he “awakened and said he was tired and sleeping.” Another officer said Henline had “a cell phone in his hand and he appeared to be snoring” and was groggy after.

Persistent: A woman in the 400 block of South Sixth Street said when she wouldn’t give the father of her children her keys so he could use her car he tried to start it with a screwdriver, Monday. She told police she still had her keys, and her car was where she’d parked it.

Taking over: An “unwanted subject” was reported on a property in the 200 block of Cunningham Lane (rear), Monday. The caller said he’d been advised by the landlord no one should be on the property, but the “unwanted subject” had already left. Police said the front door was ajar but they were unable to reach the landlord themselves so they secured the door for the time being.

Family argument: A disturbance was reported in the 100 block of Opal Boulevard, Monday. Police said one of the parties involved told them she’d been arguing with her daughter. They explained the eviction process to the mother and told the two of them to steer clear of each other for the rest of the day.

Family matters: Someone reported hearing people arguing inside an apartment in the 800 block of Market Street, Monday. Police said they could hear at least one person talking loudly enough be heard in the hallway, but when they spoke with the resident “she stated a friend was talking loudly on the phone about a family member” and denied anyone had been arguing.

Fraud: A Lincoln Avenue resident told police her EBT account had been charged for $300 or $400 in purchases at Kroger that she didn’t make, Monday.

Needed help: Police asked to do a welfare check said the woman they needed to speak with “appeared to be in a manic state” and wasn’t wearing a top, so they had her put one on, Family members said she’d been “acting like this” for several hours. She agreed to seek medical treatment, police said.

Theft: A resident in the 1600 block of Ridge Avenue reported the theft of her child’s Nintendo Switch 2 gaming system, Monday. She told police her daughter had a friend sleep over and after the other child had left the residence she discovered the gaming device was missing. She said she’d spoken with the mother of the other child through the TextNow app but was told the device wasn’t there and, since she’d only just met the friend and hadn’t talked with the parent directly, didn’t know either of their names.

Charged: Employees at Wal-Mart told police they watched a couple stuffing merchandise into a personal cart and then covering it with a blanket before allegedly trying to leave the store without paying, Monday. Police said merchandise valued at nearly $224 was recovered when employees stopped the female, identified as Brittany S. Lucas, 32, of Steubenville. They said the male, Kenneth R. Lucas, 37, “ran out of the sore with (a) young child,” then returned a few minutes later and sat in the office with his companion. Both were served with a trespass notice.

Bad situation: A welfare check was requested at an Oregon Avenue residence, Monday. Police said no one came to the door but they peered through a glass window and could see the interior of the home “appeared to be in deplorable condition,” with garbage and debris covering the floors and walls.

Throwing stones: Three juveniles in the 3000 block of Johnson Road were seen throwing “handfuls of gravel” at cars parked in a lot Monday. The caller said the miscreants proceeded over the hill to Lauretta Drive but wasn’t sure where they went after that.

Served: Anna Clark, 38, no fixed address, warrant, Monday; Melissa R. Huntington, 42, no fixed address, bench warrant (Steubenville Municipal Court), Tuesday; Paul Roe, 45, 503 Grandview Ave., Steubenville, warrant for failure to appear, Tuesday.

Code violations: Notices of violation were sent to owners/occupants of properties at 1412 Orchard St., 311 Woodland Road, 1525 Oregon Ave. and 1132 Wellesley Ave.,

Cited: David P. Coffman, 64, 196 Crawford Ave., Wintersville, speeding; Eva Dexter, 21, Troy, and Zachary D. Muldoon, 30, Cincinnati, both speeding (school zone.)
