Steubenville Police Shenanigans: A caller reported seeing a couple “allegedly engaged in illegal activity” behind a box truck in the 200 block of N. 4th Street, Tuesday. Police said the two weren’t engaged in anything illegal when they arrived at the scene and after identifying them they told the couple to move along.
