Steubenville Police Fishy business: A customer was causing problems at an eatery in the city on Tuesday. Employees said he “was complaining about his food and demanding a refund.” The man told police “his food smelled funny, and he wanted his money back,” but when police pointed out they couldn’t force the employees to give him anything he walked away. Brooke County Sheriff Charged: Francis E. Shriver, 48, 51 27th St., Wellsburg, domestic battery, Saturday. Charged: James M. Shifflett, 45, 1079 Boyd Road, Colliers, domestic assault and impersonating a law enforcement officer, Saturday. Brooke County sheriff’s deputies responded to a 911 call from Shifflett, who had identified himself as a state trooper. Upon their arrival, they learned that Shifflett wasn’t an officer, had threatened to kill a family member and had a history of mental illness.
