Steubenville Police
Need for speed: A city resident allegedly tried to pedal away on a bicycle rather than be taken into custody on a warrant for his arrest, police said. Wade Manns, 31, 631 Buena Vista Blvd., was booked into the county jail on a warrant for felony theft plus failure to comply and obstruction. Aware of the warrant, police said they spotted Mann in the City Rescue Mission parking lot and watched him pedaling a red bike in the wrong direction while looking to see toward their cruiser. They said they pursued him, with lights and sirens on, for “several blocks through multiple alleyways and crossing multiple streets” before he was taken into custody. Police later were contacted by the bike’s owner, who said it had been removed from the porch at Beacon House without his permission.
Puzzling: Lincoln Boulevard residents used their Ring camera to tell police someone had been beating on her bedroom door, Thursday. Police said after making contact they were able to speak with a female through a window on the side of the house, who reported they didn’t see anyone and called 9-1-1. While talking with her police said they heard a male “screaming that he was terrified and scared,” and the female said they “couldn’t get out of their bedroom because the door handle broke.” Police said they asked her if they could help but she told them she was calling a “carpenter” to come get them out of the room.
Domestic: A mother-to-be living on Lincoln Avenue told police her unborn baby’s father “punched her in the face and grabbed her arms” when she confronted him after finding him in her living room hours after he left with his belongings, Thursday. The woman said she is four months pregnant and the two of them had been living together for the last two months. Police said she had “slight scratching” on her face and arms but declined medical attention, though she did tell them she wanted to pursue charges against him. Police said they took Lawrence R. Luke Jr., 34, of Columbus into custody at another woman’s home on Harding Avenue and charged him with domestic violence.
Hanging on: A woman living at a residence in the 700 block of Dock Street told police she and her daughter aren’t getting along and claimed her daughter “messaged her…about overdosing her husband on potassium” and is trying to make her move out, Thursday. Her son-in-law said he isn’t afraid of his wife and they both want her out of the house, but when police told them they’d have to have her properly evicted they said their property manager was en route. When she arrived, police told her she needed to “stay out of the family’s personal matters and to file for an eviction.” Not long after the mother called back, complaining her daughter would not let her inside the residence. Police said when they pointed out the front door was already open, she told them her daughter opened it when she found out police had been called. She then asked them to have her daughter taken to the hospital for a mental evaluation, but police said when they asked her why she needed one she told them it was “because she wouldn’t let her in.” Police said they told mom “she had overstayed her welcome and the situation was going to continue to cause issues.” They offered her a ride to the shelter but she declined because her pets were at the property.
Prowling: A suspicious male was reported in the 200 block of Elaine Street, Friday. Police said the man appeared on a porch then walked behind the house. Video footage caught the man, who was wearing a shower cap, emerging from the woodline next to the property and lingering at the door for a moment before knocking, then disappearing behind the home. A next-door neighbor advised he found his basement door open when it shouldn’t be but while it wasn’t locked, his steel basement door was.
Problem behavior: A Maryland Avenue resident told police a man “she was having ongoing issues with” stole her cell phone and some clothing, Thursday. She said she was able to retrieve the cell phone but not the clothing and wanted the incident documented.
Loaded up: A Woodlawn Road landlord said her previous tenants moved out and took her washer, dryer and refrigerator with them, Thursday.
Drunk and disorderly: A caller in the 800 block of North Sixth Street reported a “possibly intoxicated” male being disruptive, Friday. Police said the area was “clear and quiet” when they arrived.
Lost it: A Toronto woman told police she lost her purse and wallet “somewhere between Toronto and the Sycamore Center” on the corner of North and 4th streets, Thursday. She said she had about $60 in her wallet, her driver’s license and a temporary motorcycle permit, along with her debit and credit cards which she’d already deactivated. She also reported the theft to Jefferson County Sheriff’s deputies and Toronto police.
Recurring problem: The manager at the midtown Speedway told police a juvenile stole a candy bar and then handed it off to another individual who concealed it in his jacket, Thursday. He said they and two others then left the property together and said they are, “repeatedly entering and stealing items weekly.” They want to pursue charges, police said. Police reviewed video of the theft and said none of them purchased or attempted to purchase the candy bar, valued at $20.
Kicked it: A McDowell Avenue resident showed police video of a juvenile kicking her door, Thursday. She didn’t want the child charged but she wanted police to make sure the girl’s parents were aware of what happened. When they talked to the mother, she said she was aware and had already seen the video.
Booked: Bruce Riley, 25, 1120 A Lincoln Ave., Steubenville, domestic violence, Thursday. No further details available.
Code issues: Notices of violation were sent to owners/occupants of properties at 300 Maxwell Ave., front porch “loaded with tools, junk and items that would normally be stored in an outdoor shed,” along with motorcycles parked in the yard and parts strewn in the grass; 1405 Belleview Blvd., couch and furniture in side yard, high grass/weeds. Also, 312 Buena Vista Blvd., 400 Buena Vista, and 1411 Belleview Blvd., each for high grass/weeds.

Behaving badly: Amsterdam residents reported a neighbor was “yelling and threatening them,” June 4. A male said he and his “significant other” had been arguing several days earlier and the neighbor confronted them, “yelling at everyone and mumbling about the ‘situation’.” He said he thought he heard the man saying something about “I know people and can have them take care of you for $20.” He said they fear for their family’s safety. Deputies told the couple how they can obtain a protection order then went to the neighbor’s home but when he wouldn’t come to the door they left after telling the callers to contact them if he caused any more problems. Not long after the female called to say he was “back outside, yelling at her and harassing them again.” He still wouldn’t come to the door but after they left, the caller reported he was back outside and was still yelling and causing problems. Deputies told her the man obviously “wasn’t going to come to the door” and they should proceed with the protection order.
Family dispute: An Irondale man said his father was arguing with him over his girlfriend, June 4. The caller said he tried to walk away but his father followed him up the steps and began hitting him so he “turned around and punched (him) one time and he fell to the ground.” The father said he didn’t remember anything and wanted his son out of the residence, but deputies told him he’d have to have him properly evicted.
Playing games: A county resident told deputies she believes “someone has come into her house and moved things around,” June 5. She also said she’s received incriminating calls “from individuals who were implying they had been inside her apartment,” and reported there are four people who “wanted to fight but she refused and…believes two of them are outside watching her.” She said she and her husband returned home that day to find “both reclining chairs in the living room were opened, as if someone had been sitting in them, and a deck of playing cards was scattered on the floor” and a pair of $280 Jordan shoes, some popsicles and a pair of her underwear were missing. She also said she’s getting calls from an unknown number and said a female admitted entering the apartment and taking the items while she and her husband were away. She said the same individuals “appeared to be following them, showing up at multiple locations they visited” earlier in the day in Steubenville.
Missing: A homeowner living on state Route 43 reported “several things” had been removed from his shed, June 5. He said it was locked when he checked it and only one other person has keys to it.
