Steubenville Police Bizarre: Police found an “erratic and uncooperative” male with a bloody chest and equally uncooperative woman sporting a black eye and red marks on her neck when they arrived at a disturbance in Fort Steuben Apartments, Friday. Dispatchers said when the 9-1-1 call came in they could hear “screaming in the background” and said the female “was being uncooperative” and, minutes later, a second call came in, this time the male involved had a gun.
