Steubenville Police Bizarre: Police found an “erratic and uncooperative” male with a bloody chest and equally uncooperative woman sporting a black eye and red marks on her neck when they arrived at a disturbance in Fort Steuben Apartments, Friday. Dispatchers said when the 9-1-1 call came in they could hear “screaming in the background” and said the female “was being uncooperative” and, minutes later, a second call came in, this time the male involved had a gun. Steubenville Police Hear ye: Julie Redd, 42, 714 Broadway Blvd., Steubenville, loud radio. Police allege Redd was warned she was playing her music so loudly she “appeared … to be unable to hear (their) knocks” so they had to “shine their light” through the front door window to get her attention. They warned her it was a violation of the city’s noise ordinance and said she did lower the volume, but not long after dispatchers notified them that as soon as they left her house, she’d jacked the volume up again.
