Stocks fell in afternoon trading Friday, but the losses are softening enough to give Wall Street a chance to snap a four-week losing streak. The S&P 500 fell 0.2 percent. NEW YORK (AP) — The Small Business Administration said it will cut its workforce by 43 percent, or about 2,700 jobs, as part of a reorganization.
