Steubenville High School senior Ephy Kelley signed his letter of intent to continue his academic and athletic careers at West Liberty University. Kelley, an All-Ohio offensive linemen for Big Red football, will play on the girdiron for the Hilltoppers while pursuing a degree in business marketing.
