Strangulation, child abuse cases among indictments by Jefferson County grand jury

STEUBENVILLE -- A Toronto man who allegedly tried to strangle his new bride during their wedding reception after she told him his buddy had his hand where it didn't belong and Tiltonsville parents charged with physically abusing their month-old child were among the 13 people indicted Wednesday by a Jefferson County grand jury.

Grand jurors ordered Larry Welch, 265 East Road, to stand trial on charges of strangulation, a felony, as well as a misdemeanor charge of domestic violence.

Authorities allege Welch, 41, wrapped his hands around his wife's neck and squeezed, "leaving strangulation marks around her neck," then slammed her to the ground and punched her repeatedly, leaving her concussed and with a chipped tooth.

In their initial report, deputies said the woman had told them she'd informed her new husband his friend had reached under her dress and sexually assaulted her with his fingers Aug. 30 and he responded by calling her a liar and physically assaulting her, putting her in a headlock and slamming her to the ground where he "began strangling her." Welch at the time had denied the allegations, claiming "anytime she drinks" his wife "starts to become aggressive."

Also facing trial are:

*James Robert Sindeldecker II, 20, and 21-year-old Eliza Alexandria Victoria Ellis Harris, parents of a 28-day-old baby that ended up in a Pittsburgh hospital on Aug. 26 with what authorities described as "all sorts of injuries," including a broken femur.

Sindeldecker and Harris were each indicted on charges of felony child endangerment.

The baby is now in foster care, authorities said.

*William Paul Hannah, 204 Warren Ave., Mingo Junction, and his father, William Stern Hannah III, 614 Linden Ave., Steubenville, are each facing multiple felony counts after an Aug. 16 shots fired call in the 300 block of McLister Avenue.

The younger Hannah, 30, faces felony charges of attempted felonious assault, discharging a firearm on or near prohibited premises and aggravated menacing, along with a misdemeanor charge of domestic violence.

His father, 51-year-old William Stern Hannah III, faces two felony counts of complicity in the commission of an offense plus misdemeanor counts of aggravated menacing, attempted obstruction of official business and complicity in the commission of an offense. He allegedly transported his son to the location.

Authorities allege the younger Hannah had shot at his ex-girlfriend’s new boyfriend and a police officer responding to a domestic violence call. A 9mm handgun and an AR-15 were recovered at the scene, they'd said.

*Ryan Joseph Guidos, 13886 State Route 213, Irondale, and David Raymond Ash, 13871 State Route 213, Irondale, indicted separately on charges of burglary and tampering with evidence, both felonies, and misdemeanor theft.

Guidos, 34, and Ash, 52, allegedly were spotted carrying tools, ammunition and other items from a garage in Richmond Aug. 16 and fled, tossing them out the window of their black Chevy Tahoe as they fled sheriff's deputies. The pursuit ended in Carroll County, where the men allegedly set the truck on fire and tried to roll it over a hillside into a ravine, authorities said.

*Ryan Crawford, 23, 111 W. Main St., Apt. 1, Richmond, trespassing in a residence when a person is present or likely to be present, a felony, and a misdemeanor charge of criminal damaging.

Crawford allegedly was "very drunk and very hungry" and kicked in the door to a Tiltonsville residence on Aug. 23, authorities suggest. Once inside they said Crawford made himself a box of macaroni and cheese the homeowners' intended for their child.

*Donald Earl Henderson Sr., 57, 246 Lincoln Ave., Mingo Junction, receiving stolen property and possessing criminal tools, both felonies, on Aug. 26.

The indictment alleges Henderson had "received, retained or disposed" of 720 pounds of copper wire belonging to AT&T and that he knew or should have known it had been stolen.

Authorities said neighbors had asked police to investigate unusual activity in a Mingo Junction property that was supposed to be vacant. When they arrived at the location one man fled the scene but Henderson allegedly remained behind with the wire as well as two sets of bolt cutters and razor blades used to strip it, they said.

*David George Francis Wright, 32, 919 Lisbon St., East Liverpool, felony counts alleging theft from a person in a protected class and theft.

Wright, who advertised his services on a popular online directory under the moniker "David Does It, LLC," allegedly took $6,000 from two senior citizens--one aged 65, the other 73--for a bathroom remodel he never did.

*Jeffrey Brian Ridgeway, 590 Woodvue Lane, Wintersville, aggravated assault, a felony, along with misdemeanor domestic violence.

Authorities suggest Ridgeway, 44, "came home drunk" Sept. 1 and assaulted a member of his household, hitting that person "several times." The victim sustained broken ribs, they alleged.

*Douglas L. Reese, 53, 1653 County Road 68, Toronto, operating a vehicle under the influence of alcohol, drugs or both. Authorities allege Reese was well over the legal limit on July 25 and had been convicted in Common Pleas Court in July 2016 of felony OVI.

*Jerry Alan Crossland Jr., 32, 390 Terri Ave., Steubenville, possession of cocaine with a firearm specification and having weapons under disability, both felonies.

Crossland allegedly had cocaine and a shotgun in his possession when his home was raided by the Jefferson County Drug Task Force Aug. 24. He is prohibited from using or possessing firearms due to a 2022 conviction in North Carolina for kidnapping and strangulation.

In addition to the firearm specification, which would carry a one-year sentencing enhancement, authorities also are asking the court to order him to forfeit the shotgun.

Meanwhile, a case involving Paul Harry Black, 41, 122 Spring Ave., Mingo Junction, was returned to county court for disposition.

Originally brought to the grand jury for possible felony charges, he will now be prosecuted in county court for misdemeanor domestic violence and misdemeanor disorderly conduct in connection with an alleged incident outside a Mingo Junction business Aug. 26.
