Follansbee to receive $500,000 for Hooverson Heights treatment plant upgrades

FOLLANSBEE — A grant announced by Gov. Patrick Morrisey will close the funding gap needed for the City of Follansbee to upgrade the Hooverson Heights Water Treatment Plant.

A $500,000 grant, provided through the West Virginia Infrastructure and Jobs Development Council, was among nearly $26 million in funding for projects across West Virginia announced by Morrisey on Monday.

“We were given details of that Thursday,” Follansbee Mayor Scott McMahon said during Monday’s City Council meeting. “That will be the matching portion.”

The city previously received approximately $1.3 million from the U.S. Army Corps of Engineers for the project. McMahon said the additional funding means no extra costs associated with the project will be passed on to residents.

According to information included in an environmental assessment conducted by the U.S. Army Corps of Engineers, the project includes the replacement of filter control valves and associated filter controls at the Hooverson Heights Water Treatment Plant on Lee Road.

Project plans also include replacing the roofs on four existing facility buildings.

McMahon said the city received assistance with the project from the Brooke-Hancock-Jefferson Metropolitan Planning Commission.

City Manager Chris Manack-Stover said the project is expected to reach contract closing on June 25. Cattrell Companies was named the apparent low bidder for the project in December.

“When we invest in water infrastructure, we’re investing in people, communities, and the future of West Virginia,” Morrisey said in announcing the funding. “These projects will improve public health, expand opportunities for housing and business development, and help create the conditions for sustained economic growth across the Mountain State. By partnering with local, state, and federal stakeholders, we’re helping leverage nearly $26 million in infrastructure improvements that will benefit communities across the Mountain State.”

Projects in Webster, Kanawha and McDowell counties also received funding through the announcement.

The grant is the latest funding award announced for projects in Follansbee.

McMahon noted the city has submitted numerous grant applications in recent months. U.S. Sen. Shelley Moore Capito, R-W.Va., recently announced that three funding packages — for fire hydrant replacements, street lighting improvements and the purchase of police vehicles — would be included in federal appropriations bills.

Those awards have not yet been finalized, and the city is awaiting word from other members of West Virginia’s congressional delegation regarding additional funding requests.

“The state has been very good to us,” McMahon said, offering thanks to Capito and state Sen. Ryan Weld, R-Brooke, for their assistance.
