Dillonvale man, 7 others ordered by grand jury to stand trial
STEUBENVILLE — A Dillonvale man who allegedly used threats and force to manipulate a juvenile into having sex with him was among seven people indicted by a Jefferson County grand jury Wednesday.
An amended indictment also was returned against an eighth defendant accused of beating and strangling his then-girlfriend repeatedly over a 72-hour period in 2024.
Grand jurors ordered Kory Eugene Davis, 38, 4778 State Route 150, Dillonvale, to stand trial on two counts of rape, one count of sexual battery and one count of gross sexual imposition, all felonies.
The indictment alleges Davis used “force or (the) threat of force” to coerce a child into sexual activity over a two-year period beginning in January 2022.
Authorities said that when the child threatened to tell friends about the alleged abuse, Davis allegedly threatened to harm the child’s friends. Investigators also said the conduct came to light while he was already in custody on unrelated child endangerment charges.
Levan Latrell Joe, 36, 1540 Oregon Ave., Steubenville, was indicted on charges of having weapons while under disability with a firearm specification, aggravated menacing, carrying concealed weapons and using weapons while under the influence of alcohol or drugs stemming from a March 28 incident outside Enzo’s.
Authorities allege Joe left the establishment with a woman who fell in a parking lot after he began pulling away while she was leaning on his vehicle. A witness reportedly intervened, taking his keys after seeing the situation. Police said Joe then retrieved a silver handgun from his vehicle and ordered the witness to return the keys, causing her to fear for her safety.
Joe is prohibited from possessing firearms due to a prior murder and attempted murder conviction in South Carolina, authorities said.
Also ordered to stand trial were:
Charles Davonte Cruse, 29, 253 Cadiz Road, Wintersville, on felony charges of felonious assault and tampering with evidence, plus misdemeanor domestic violence. Authorities allege Cruse fired a shot inside a residence and pointed a gun at his live-in girlfriend during an argument before attempting to dispose of the weapon as deputies responded.
Amanda Sue Jacobs, 42, 537 Lawson Ave., Steubenville, on felony assault, domestic violence and resisting arrest charges after authorities said she became combative with officers and hospital staff following an alleged domestic incident.
Jennifer Marie Lancaster, 35, 528 S. Fifth St., Steubenville, on felony charges of illegal use of Supplemental Nutrition Assistance Program benefits or WIC benefits and grand theft. Authorities allege she received benefits for children she did not have custody of and kept the funds.
Robert Eugene Sherman, 51, on felony and misdemeanor theft charges for allegedly stealing more than $2,600 in merchandise from Rural King and $350 in goods from Kroger.
Sean T. Dudley, 47, 111 McDowell Ave., Steubenville, on felony possession of cocaine following a search by the Jefferson County Drug Task Force.
In addition, grand jurors amended a June 2024 indictment against Eugene Quentin Mackenzie Brown, 34, to include three felony strangulation counts, felony abduction and misdemeanor domestic violence.
Authorities allege Brown held a woman captive for three days in 2024, repeatedly assaulting her before she escaped. They also said he was prohibited from contact with the victim under parole conditions at the time.
