Weirton ready to begin street paving season

WEIRTON – Paving season is set to begin in Weirton next week, pending a vote from city council.

Members of the city’s Finance Committee, during their meeting Friday morning, recommended a contract with Kelly Paving for citywide milling and paving of select streets. The resolution will be presented to Weirton Council for its consideration when it meets at 7 p.m. Monday in the council chambers of the Weirton Municipal Building.

“If you approve it on the 13th, they’re starting on the 14th,” Public Works Director Allen Hess said.

The total contract, as recommended Friday, is for $3,350,000, which will be divided up between Kelly Paving and in-house work, with a portion of it performed during the current fiscal year and the remainder in the 2026-2027 fiscal year.

“Half of it is supposed to be paved before July,” Hess said.

The resolution notes milling and paving performed by Kelly Paving in the current fiscal year, ending June 30, will cost $1,450,157.20, with the milling and paving for the next fiscal year set at $1,219,229.60 for a total bid from Kelly Paving of $2,669,386.80.

In-house asphalt costs will be $680,613.20.

Two companies, Kelly Paving and NLS, submitted bids for the paving contract, according to information provided by the city and accompanying a draft copy of the resolution set to be considered.

Kelly Paving’s bid includes quotes for milling, paving and curb cuts, as well as a one-year labor and material warranty.

A final list of streets was not available Friday morning, with Hess said he would be sending it to council for their review.

“We’re sending you a list of the streets today,” Hess told members of the committee Friday morning.

Hess said his understanding is the crews plan to begin their work in either the city’s downtown or Marland Heights to coincide with some ongoing city maintenance projects.

City Manager Mike Adams noted Kelly Paving has been involved in street paving for the city over numerous previous years.

“They’ve been good working with us,” Adams said.

The city also is considering a contract with James White Construction for a sidewalk replacement project on streets eligible for Community Development Block Grant funding, specifically the 3000 and 3100 blocks of Orchard Street.

The cost of the project, according to the draft resolution, is $169,267.

“We thought it was going to be double that,” Hess said.

According to a copy of the advertisement for the project, crews will be tasked with removing and installing approximately 1,091 square yards of concrete sidewalks, four ADA curb ramps, 120 linear feet of concrete curbs and other miscellaneous items
