Weirton Council approves budget revision

WEIRTON – Weirton Council, during its meeting Monday, approved a series of budget revisions, including one to provide funding for a long-discussed industrial access road to be built in the city.

Among the revisions approved were increases in revenue of $47,250 for both the Police Protection Fees and Fire Protection Fees line items in the budget, as well as increases of $402,000 in Federal Government Grants and $47,325 in State Government Grants.

Some of the grant funds are part of the industrial access road project, with funds allocated to the city and then directed to the project itself.

“That’s a clean sweep,” Finance Director Diana Smoljanovich, participating in the meeting by phone, said. “What we pay out, comes back in.”

The industrial road project has been in the works for several years with the goal of developing a roadway through a portion of the former Weirton Steel property and providing improved access to sites now owned by the Frontier Group of Companies as well as other sections of land.

“The idea is to get the industrial truck traffic, someday, off Main Street,” said City Manager Mike Adams during Friday’s meeting of the city’s Finance Committee.

The roadway would include an ingress near County Road and Pennsylvania Avenue, as well as near Cove Road and Weir Avenue, eventually leading to Brown’s Island and connecting with Ohio Route 7.

Another focus of the budget revision was covering costs related to parks improvement projects, which Finance Director Smoljanovich said were not initially included in the 2025-2026 budget.

“I’m trying to pull from other places to cover those,” she said.

An increase in Parks and Recreation expenditures of $493,325 was included in the revision, along with increases of $342,000 for Community Development Housing and $15,000 for Contributions to Commissions and Authorities.

Expenditures were reduced in several areas, including $86,500 in Economic Development, $100,000 in Streets and Highways and $120,000 in the Garbage Department.

In other business Monday, Weirton Council agreed to rescind a residential disability parking space at 127 Estes Ave., Apartment 1 and at 3336 West St.; install a crosswalk on the southbound approach of Weir Avenue at its intersection with South 11th Street, as well as stop bars at the three stop signs at the intersection; approve a contract with Kelly Paving for citywide milling and paving; and approve a contract with James White Construction for sidewalk replacement using Community Development Block Grant funds on the 3000 and 3100 blocks of Orchard Street.
