Police Beat

Steubenville Police

Agitated: A woman living in the 500 block of Dock Street called the police station asking for help Wednesday. A bystander directed police to an apartment in the 400 block of N. Sixth Street, where they spoke with a man who said he and his ex had been arguing and she “left the area after crashing her vehicle into a small tree” Wednesday. Police said the vehicle had front-end damage along with minor damage to the tree. The man told police she had left the car and was walking on Dock Street when he last saw her. When police located the woman, she was back at the apartment and told them she didn’t need assistance and it was “OK for the (ex) to be at the apartment.”

Big dump: A property owner in the 1200 block of Ridge Avenue told police someone dumped trash in the alley behind his property Wednesday. Police said the dumper left “several cardboard boxes” with people’s names on them along with bags of trash, carpeting and a small toddler-sized mattress. Police forwarded their findings to the prosecutor for possible charges.

Screamer: Callers reported a woman in the 3000 block of Johnson Road was “screaming in the hallway” Wednesday. Police said the woman was standing outside when they arrived and told them she was yelling because she was having an argument with other tenants. She couldn’t tell them where the other tenants lived but claimed to be “scared of them.” Police told her to keep her apartment door locked.

Back off: A female tow truck driver trying to repossess a car in the 900 block of N. Sixth Street said a man exited an apartment and was causing a disturbance Wednesday. She said as she was checking the VIN to ensure it was the correct vehicle, the man approached and peppered her with questions, even following her to her truck. She told police she asked him several times to step away from her vehicle, “but he continued to lean in the window” and she couldn’t roll it up. A male employee said when he arrived, the same man approached him and was “chest to chest with him.” He said he asked the man several times to step away but he wouldn’t, so he pushed him away. The man from the apartment told police he had been talking with the female employee before the male driver arrived and denied approaching him, claiming the male employee came up to him and put a hat on his head.

Lit up: Someone complained that individuals in a black Audi and a Dodge were “smoking marijuana” in Beatty Park Wednesday. Police located individuals matching the description in the parking lot and said they did not observe anyone smoking marijuana. Police said they could “faintly smell raw marijuana but no strong odors, and none as if it was burned or burning,” so they advised the group of laws pertaining to marijuana.

Cattiness: A woman in the 1400 block of State Street said a neighbor “has several cats and that the smell is coming into her residence, causing her to become sick” due to an allergy Wednesday. She said she left a note on her neighbor’s door explaining her problem and he came to her residence “cussing and screaming at her.” He told police he was upset because the smell was not coming from his residence but from the apartment downstairs. Police advised both tenants to contact the landlord and stay away from each other for the time being.

Two injured: Two people were taken to an area hospital for treatment after a two-car collision on Sunset Boulevard at John Scott Highway Wednesday. Police allege Melody Christian, 67, of 807 Bakers Addition, told them when she pulled into Sunset Boulevard she struck a westbound vehicle. She was cited for failure to yield. Her vehicle traveled over an embankment and struck a tree, but she was not injured, police said. The driver of the westbound vehicle complained of neck pain, and a passenger in that vehicle was “breathing but unconscious,” police said.

Charged: Patricia Frazier, 36, of 600 N. Fifth St., Steubenville, petit theft Wednesday. Police said Walmart employees alleged the woman concealed items in her purse and removed a price tag from a hat before putting it on.

Cited: The owner of a white Dodge Ram parked in the front yard at 416 Lawson Ave., for parking in a restricted area. Police said when a family member was warned about the violation a week earlier, they said the truck would be gone by the weekend. Also cited: Jessica R. Ryan, 24, of Ross Street, assured clear distance ahead Wednesday after a two-car collision on state Route 7 northbound at South Street; Nicole L. Wright, 36, of 208 Ravine St., Mingo Junction, stop sign violation after a two-vehicle collision with no injuries at Lovers Lane and Princeton Avenue; Jariel M. Henthorn, 61, of Benwood, W.Va., speeding in a school zone.

Burrito buddies: A deputy was flagged down by a man in a red SUV who said he was hit with a burrito thrown by the driver of a black Volvo SUV behind him March 22. Deputies said the man had “rice, remnants of beans and what appeared to be sour cream on his face and shirt,” but no guacamole. Both vehicles pulled over, and deputies reported a brother of the man hit with the burrito was “yelling at the occupants of (the) Volvo,” so they “stopped his nonsense,” then spoke with the Volvo driver. Deputies said “remnants of sour cream” were visible on the Volvo and the driver admitted throwing the burrito, describing it as a road rage incident and claiming the other vehicle had attempted to run him off the road. Deputies noted the man struck was a passenger and the driver was his father, and said the Volvo driver “was unable to throw the burrito to the driver side of their vehicle.” After the investigation, the victim declined to pursue charges. His father said his other son wanted to apologize for using a slur, while the Volvo driver apologized for throwing the burrito. All parties later met in a parking lot, discovered they knew each other from school, shook hands and exchanged phone numbers and Snapchat handles. Deputies said “everyone was now friends.”

Dishpan hands: A Bergholz resident reported seeing juveniles “vandalizing cars” on Second Street March 21. He said at least two vehicles had something smeared on them. The caller said he believed he recognized the juveniles, and deputies reported they remained at the scene while the juveniles cleaned the vehicles.

Free for all: A woman at an apartment complex on Two Ridge Road in Wintersville said she walked to a pop machine when another female began assaulting her March 21. She said the woman yelled for her daughter, who also attacked her, but she “was able to pull (her) hoodie over the unknown girl’s head and squeeze it with her legs,” while the mother continued attacking her. The caller had a swollen lip and said her head hurt. Her boyfriend said they had taken birthday party trash to the dumpster when the other female ran toward them and started fighting, then called her daughter to help. The accused woman said she was outside when the male said something to her, and when she approached, another female tried to burn her with a torch, so she “beat that girl” and claimed the caller then joined in. She said she called her daughter for help because they were trying to jump her and burn her. She denied starting the fight.

Lost his way: A man called 911 to report he was intoxicated and had smoked “two eight-balls of crack” Wednesday. He said he was in the woods but didn’t know where he was. Deputies located him and transported him to a hospital for treatment.
