Alleged Weirton tire slasher among grand jury indictments in Brooke County
WELLSBURG — A Weirton man who allegedly forced his way into a neighbor’s home while bearing a knife was among 25 indicted by a Brooke County grand jury this week.
Raul Manuel Pedroza II, 38, of 1213 Swearingen Road, was indicted on counts of burglary, attempted burglary, destruction of property, fleeing an officer on foot, resisting arrest and two counts of assault.
Police said they responded to reports of Pedroza slashing the tires of vehicles on Swearingen Road on Nov. 26.
Police said as they approached, he fled and attempted to enter one home while brandishing a knife but unsuccessful, moved on to another home, where he was able to force his way inside.
Officers from multiple departments were involved in the pursuit and eventual arrest of Pedroza within the home.
Also indicted were:
• Sabin Serrao, 23, of 4113 Washington St., Weirton, for burglary, wanton endangerment with a firearm, domestic battery and battery for allegedly kicking in the door of a woman known to him, pointing a firearm at her and striking her in the face and punching a man in the face and biting his thumb on Dec. 23.
• Randy Barnhart, 39, of 515 Highland Ave., Steubenville, for unlawful assault and two counts of third-offense domestic violence, for allegedly striking a woman in the hand and leg with a club.
• Austin Rinkes, 22, of 1034 Highland St., Follansbee, on three counts of wanton endangerment with a firearm for allegedly pointing a firearm at a woman known to him and threatening to kill her at a Follansbee home on Oct. 9.
• Joseph Harris, 34, of Buckeye Lake, Ohio, on two counts of wanton endangerment, for allegedly shooting a firearm into the ground in the presence of several individuals.
• James Starr, 64, of 213 Wildflower Way, Follansbee, and Michael Vietmeier, 45, of 321 Lee Road, Follansbee, both for entering a building to commit a larceny, petit larceny and conspiring to commit the crime for allegedly entering the former Follansbee sewer plant to steal wire, copper and other metals.
• Three of the indictments involved the theft of wire, copper and other metals from the former Cleveland Cliffs coke plant in Follansbee.
Francis Shriver, 49, 51 27th St., Wellsburg, was indicted for illegal entry of a building, burglary and petit larceny for a reported Nov. 24 robbery there.
Aaron Hickle, 46, of Wintersville, was indicted for illegal entry of a building and grand larceny for an April 13 robbery there and illegal entry of a building, grand larceny and conspiring for a Dec. 9 robbery there.
Christopher Stevens, 26, of Wintersville, was indicted for illegal entry of a building, grand larceny and conspiring for allegedly committing the Dec. 9 robbery with Hickle.
• Wesley Cross, 44, of 829 Virginia Ave., Follansbee, for escape from a home confinement device he was ordered to wear for a previous conviction.
• Rian Harkins, 24, of 106 Fourth St., Follansbee, on two counts of possession of a controlled substance, specifically fentanyl and methamphetamine.
• Richard Clark, 72, of 908 Highland St., Follansbee, for burglary and destruction of property, for allegedly breaking into a home and using a hammer and a pickaxe to damage or destroy furniture and appliances there.
• Jolie Paul, 64, of 123 Ridgely Lane, Chester, on four counts of forgery for reportedly signing two fingerprint cards and other police documents with another’s name during her arrest by police.
• Indicted on charges of grand larceny and conspiring for allegedly stealing a dirt bike and conspiring to do so were Brian Dobbs, 46, of 110 Whitebell Circle, Wellsburg; Jason Falcone, 42, of Beckley, W.Va.; and Christopher Wheat, 31, of 1033 Neville St., Follansbee.
• Jessica Haught, 44, of 107 Madison Ave., Mingo Junction, and Scott McGaw, 29, of 332 Mineral Ave., Weirton, for illegal entry of a building, destruction of property and conspiring, for allegedly entering a home and damaging property and vehicles there.
• Ricky Brady, 53, of 169 Locust Lane, Follansbee, on 12 counts for failing to register as a sex offender for reportedly failing to report, in the required time period, changes to his employer, the business’ address and phone number, during several months last year.
• Devin Plymire, 27, of 1409 Pennsylvania Ave., Steubenville, for failing to register as a sex offender for reportedly failing to report, in the requried time period, a change to his his employer.
• Robert Miller, 79, of 137 Kennedy Ave., Follansbee, on two counts of failing to register as a sex offender for reportedly failing to report a new vehicle registered in his name and a rental car in his use.
• Daniel Hutchinson, 39, of 4337 Brooke St., Weirton, on seven counts of failing to register as a sex offender for reportedly failing to report changes to his phone number, employment and registration for his vehicle.
• Bryon Pyles, 39, of Moundsville, grand larceny for the theft of a vehicle.
• David Seibert, 38, of Weirton, for illegal entry of a building for allegedly entering a vacant adjacent apartment with the intent of procuring free electricity; and child neglect creating risk of death or injury for allegedly neglecting the apartment in which he cared for a child to the extent that it was unsafe.
