Steubenville Council moving forward with city manager interviews

STEUBENVILLE — City Council is “moving forward” with two of the four candidates they interviewed on Tuesday for the city manager’s job, but no one is saying which two made the cut yet — or precisely what that next step will be.

Councilman at large Joel Walker said they want to notify all four applicants before they release the names of the two who were scored the highest after 20-minute interviews.

As to what’s next, Walker said it “could be another interview, we may choose (one of) the two or start all over again.”

“We are trying to get the best fit for the city,” he said. “Moving forward, council wants to make sure we get the right person for the position even if it means starting the process all over again.”

While they aren’t divulging who the top two candidates are, before retiring behind closed doors for the interviews, Walker, acting on the instructions of Law Director Costa Mastros, read their names into the public record — identifying them as Frank Luckino, Kathy Workman, Michael Brillhart and Carlo Capaldi, Steubenville’s former fire chief.

Prior to moving into executive session for the interviews, council approved the city’s end-of-year revenue tax budget by a 7-0 vote. It originally was introduced as emergency legislation but failed to garner the five votes needed for expedited passage, so council had to switch gears and squeeze in three readings before their Christmas break.
