Several indicted by Jefferson County grand jury

STEUBENVILLE — An East Liverpool man who was wearing an ankle monitor when he allegedly tried to sell drugs to a confidential informant was one of four people indicted Wednesday by the Jefferson County Grand Jury.

Grand jurors also returned indictments against a Steubenville man who allegedly battered a man with a brick and then his foot, a Richmond man who allegedly admitted to having child pornography on his electronic devices and a man who allegedly tried to kick his ex-girlfriend’s door in.

• Archelaus Ke Andre Williams, 27, East Liverpool, was ordered to stand trial on felony charges of trafficking fentanyl, possession of fentanyl, possession of cocaine, aggravated possession of drugs (methamphetamine) and tampering with evidence, all felonies.

Williams allegedly arranged to meet the informant at Mr. Fuel in Steubenville on Oct. 25. Authorities maintain that when the officers from the Jefferson County Drug Task Force pulled up, Williams threw the drugs into the informant’s car, but it had been searched before he arrived to verify there was no contraband in it.

Also indicted:

• Marlin Erickson Hartman, 329 Slack St., Steubenville, felonious assault.

Hartman, 41, allegedly struck a man from behind with a brick, then kicked him at least twice while he was on the ground Oct. 13 in the parking lot at Fort Steuben Apartments.

Authorities said the victim had walked into the lot with two females when something was said that caused him to turn around and then the two of them argued. The victim was flown by medical helicopter to an area hospital for treatment of his injuries, which included a concussion.

• James Lee Haynes, 70, 129 W. Water St., Richmond, pandering obscenity, a felony.

Haynes allegedly told an individual affiliated with a vigilante group working to expose child predators that he was in possession of child pornography on Oct. 26, then repeated that claim to investigators several more times.

Authorities say additional charges could be forthcoming after his electronic devices are processed.

• Maurice Richard Hines, 1517 Foster Place, Steubenville, trespassing in a habitation when a person is present or likely to be present and vandalism, both felonies.

Hines, 38, allegedly forced his way into his ex’s home on Sept. 27. Authorities maintain Hines had been there earlier with his dogs and his ex told him to leave but he returned a few minutes later because he “wasn’t leaving without his kid,” this time forcing his way in.
