14 indicted in Hancock County
NEW CUMBERLAND — A Weirton man who allegedly solicited three young girls within an adult’s hearing, a New Cumberland man who authorities maintain had videos and still pictures depicting child pornography on his electronic devices and a Chester man who allegedly tried to solicit underage girls for sex were among the 14 people indicted Tuesday by the September term of the Hancock County grand jury.
Grand jurors returned a three-count indictment against Frank Michael Shuble, 60 Goldfinch Court, Weirton, alleging he made improper overtures to three minors. Authorities allege Shuble, 71, asked three young children walking past his home if they “wanted to come and play doctor and nurse,” but the father of one of the children heard the exchange and contacted police, who maintain Shuble told them he wanted to have inappropriate contact with the girls, authorities said.
Victor H. Shreves, 66, 720 3rd Ave., Apt. 510, New Cumberland, was named in a four-count indictment charging him with two counts of soliciting a minor; distributing and exhibiting material depicting minors engaged in sexually explicit conduct (51-599 images); and distributing and exhibiting material depicting minors engaged in sexually explicit conduct (600-plus images.) Authorities say a watchdog group tracking predatory behaviors in online forums contacted the sheriff’s department about a man who allegedly presented himself “like a 12-year-old” in communications with juveniles. They allege a warrant search of Shreves’ phone and computer yielded pornographic videos and photographs of children engaged in sex acts, “as well as a couple of exchanges with (individuals he believed to be) minors basically soliciting them for sex.”
Also ordered to stand trial on a child pornography charge was Miracle R. Masters, 26, of 52 Park Place Court, Apt. 1, Chester. Police reportedly found videos and still images of minors engaged in sexually explicit behavior on his computer, authorities said.
Authorities allegedly found 60 videos and around 300 photographs of children engaged in sexual activities on Masters’ devices, but under West Virginia law a single five-minute video depicting child pornography can be counted as 75 images. Because of that, he and Shreves were charged at the highest level — possessing 600-plus pornographic images — allowable by state law, they said.
Others indicted included:
• Christopher Erik Ingram, 42, 410 Washington St., Newell, burglary, entry of a dwelling or outbuilding and robbery. Ingram allegedly pushed a family member’s door in, entered her residence and took money out of her purse before fleeing, authorities said.
• Christopher Lee Utt, 49, 3003 Elm St., Weirton destruction of property and attempted grand larceny. Utt allegedly entered a former commercial property in New Cumberland and removed copper from the building and a fuse box. He was charged with attempted grand larceny after allegedly discarding the copper during an ensuing police chase, authorities maintain.
• Christian Louis McDonald, 36, and Autumn Rayne Stimpak, 27, both of 3433 Pennsylvania Ave., Apt. 3, Weirton, were named in separate indictments charging them each with possessing fentanyl with intent to deliver and conspiring to possess a Schedule II substance with intent to deliver.
The pair was taken into custody by the Hancock-Brooke-Weirton Drug Task Force in May after a three-month investigation into fentanyl trafficking in the area. At the time, the task force reported seizing about 37 grams of suspected heroin and fentanyl from the couple’s apartment.
• Robert F. Cornman, 57, 408 Roosevelt St., Newell, possession of methamphetamine with intent to deliver plus two counts of deliver of methamphetamine. Cornman allegedly sold meth to another individual on at least two occasions, and when police executed a search warrant at his residence they reported finding more meth, authorities said.
• Robert Lee Allison, 45, 924 Cove Road, Weirton, possession of methamphetamine with intent to deliver plus two counts of delivery of methamphetamine. Allison also was ordered to stand trial on an unrelated charge of driving while his license was revoked for driving under the influence, third or subsequent offense.
• Eric Raymond Hardy, 112 Grant St., Newell, grand larceny and malicious assault. Authorities allege Hardy, 38, stole a utility trailer and “tried to paint it and pass it off as his own,” but, because of his familiarity with the item, the owner was able to identify it. Hardy also allegedly struck another man with a tire iron, splitting his head open.
• Clifton Bradley Dillon, 45, 2630 Weir Ave., Weirton, three counts of sexual assault in the second degree. The victim alleges he blacked out after being given pain pills and alcohol, authorities said.
• Indicted separately for allegedly failing to register as sex offenders were Scott Weston Hillier, 48, 105 Oak St., Weirton; Jason Edward Clutter, 36, 3412 Elm St., Weirton; and William Charles Camp, 52, 786 Shady Glen Road, Weirton. Authorities allege it’s the second violation for Hillier and Camp.
All three men are under a lifetime registration requirement.
Grand jurors also returned a superseding indictment against David Nelson Allen, 57, 3132 West St., Weirton. Allen, originally indicted in April on charges of malicious assault and destruction of property, will now also face a first-degree arson charge. Authorities say they obtained “more information” after the April grand jury met so they reindicted Allen to include an allegation he deliberately set his own home on fire.
