Steubenville firefighters turned out en masse Wednesday to witness a changing of the guard in their departmental hierarchy as long-time Fire Chief Carlo Capaldi retires. Muncipal Judge John Mascio administered the oath of office to Capaldi’s successor, Fire Chief Robert Ribar, an 18-year SFD veteran; Assistant Chief Stee Schaefer, who’s been with the department for 29 years; and Fire Captain Robert Gaffney, a five-year member of the department. Capaldi, who had served the city for 33 years, told the crowd it’s “something that doesn’t happen that often,” while City Manager Jim Mavromatis told them, “It’s a sign of change, things move on.” Capaldi’s last day on the job is today and the three will begin their new duties Friday. – Photos by Linda Harris
