Road work, litter before Wintersville Council

WINTERSVILLE — Upcoming road work and efforts to remove trash from many areas of the village were among matters discussed by Wintersville Council Thursday.
Village Administrator Jesse Kosegi noted the village last year received a quote of about $68,000, below the $75,000 required for the municipality to seek bids, for the paving of multiple streets and should begin work in the near future.
He also advised 2,100 pounds of sealant has been ordered, for about $1,722 from Craftco, with the Akron business providing temporary use of equipment to be used by village staff to seal the cracks of many local roadways.
Kosegi said the crews will start on Main Street and proceed from there.
He added officials with the Ohio Department of Transportation have informed him that faded street signs along Main, Canton and Cadiz roads will be replaced.
Kosegi noted the village expects to learn in May whether state funds have been awarded for an estimated $1.9 million project that involves the paving of Cadiz Road from the intersection of state Route 43 to Park Drive and replacement of a water line along a mile-long section of the highway.
Council has agreed to allocate $216,000 toward the project.
In other business, Mayor Mike Petrella applauded efforts by village crews to collect trash and litter from various areas of Wintersville.
He said the crews have collected wooden skids, discarded bicycles and a grocery cart they returned to a local business as well as 75 large bags of other garbage.
Petrella asked residents and visitors to properly dispose of their trash, noting several trash receptacles have been placed in public areas through a grant from the JB Green Team.
“We have trash cans all over,” he said.
In related business, Kosegi noted residents may leave bulky items out for collection during the village’s spring cleanup in June.
Residents whose garbage normally is picked up on Tuesdays should leave such items out on June 2, while those on the village’s Wednesday garbage collection routes should leave theirs out on June 9.
The spring collection will continue June 16 for Thursday’s garbage routes and on June 23 for Friday’s.
The following items won’t be accepted: tires, mattresses, computers, televisions and other electronics; refrigerators, freezers, air conditioners, dehumidifiers, construction materials, petrochemicals and other hazardous materials, including fuels, oils and solvents.
Each summer the JB Green Team holds a hazardous household waste collection where such material may be brought.
This year’s event will be held from 9 a.m. to 1 p.m. June 14 at its building in the Jefferson County Industrial Park.
Also on Thursday:
– Kosegi asked council to postpone a vote on a low-interest loan from the Ohio Environmental Protection Agency to extend a water line to Wintersville Fire and Rescue’s training facility near Luray Drive.
He said the term for the loan would be 20 years and it couldn’t be paid off early, and he’d like to explore other options first.
– Kosegi advised crews with Kalkreuth Roofing of Wheeling soon will be replacing a section of the Village Building’s roof, a task that will require a crane to lift an air conditioning unit on the building. The cost for the work is about $15,000.
He added he will be seeking estimates for an area at the building’s front corner, where leaking has occurred.
– Petrella announced the village’s summer park program will return, with activities for children, ages 5-13, from 9 a.m. to 1 p.m. Monday through Friday from June 23 to Aug. 1. Children under 5 are welcome but should be accompanied by an adult.
Parents or guardians can register their children for the free program at the Village Building at 200 Grove St. or on the first day of the program.
Council’s next regular meeting will be at 7 p.m. April 17 at the Village Building.
