11 indicted by the Jefferson County grand jury
STEUBENVILLE — A man who allegedly slammed into three people who were taking part in a charity motorcycle ride was one of 11 people indicted by a Jefferson County grand jury Wednesday.
Also among those ordered to stand trial were the mother of a 3-year-old child who ingested a THC gummy, a man who allegedly broke the nose of a teenager trying to intervene in a domestic violence incident and another involved in what authorities have described as a road rage incident.
Indicted on three counts of aggravated vehicular assault was Joseph W. Boyer Jr., 512 Ridgeview Ave., Brilliant.
Authorities report Boyer, 35, was behind the wheel despite not having a license when he allegedly struck the motorcyclists on Aug. 11, two of whom suffered “profound injuries” and had to be flown by medical helicopter for treatment. The third victim got out of the way but still suffered substantial injuries, they said.
Grand jurors also returned an indictment against Cynthia Stanko, 41, 1522 Maryland Ave., Steubenville, endangering a child.
Authorities allege her toddler became violently ill Nov. 27 after ingesting a THC gummy and say that once at the hospital doctors discovered she also had methamphetamine and amphetamine in her system. The 3-year-old also has special needs that were not being addressed medically, they said.
Named in a three-count indictment alleging felonious assault and misdemeanor charges of domestic violence and endangering children was Keith Allen Ryals, 185 Sunset Drive, Carnegie. Authorities allege Ryals, 44, broke the nose of a 17-year-old who was trying to stop an alleged domestic assault on Nov. 17.
A two-count indictment was returned against Robert L. Hakes III, 44, 1224 Glencairn Road, Weirton, charging aggravated assault, a felony, plus a misdemeanor charge of aggravated menacing.
Authorities allege Hakes took exception to the way another man merged into traffic in the Veterans Bridge construction zone and followed him off the bridge and south on state Route 7 to the New Alexandria exit. When the other driver pulled over to allow Hakes to pass, authorities maintain he instead got out of his vehicle and took a swing at the victim, who tackled him to the ground and held him down until a passersby called police.
Others indicted include:
• Tamara Nicole Jacobs, 655 Broadway Blvd., Steubenville, possession of cocaine, a felony, and misdemeanor charges of illegal use of possession of drug paraphernalia and endangering children on Oct. 24.
Authorities allege they found cocaine and a ledger with Jacob’s name on the cover plus a color-coded list of names of individuals believed to be customers.
• Jacob Charles Pemberton, 35, 125 Aetna St., Mingo Junction, domestic violence, a felony. Pemberton allegedly “caused or attempted to cause physical harm to a family member,” authorities report. According to the indictment, Pemberton previously had been convicted of domestic violence involving a different family member in Jefferson County Common Pleas Court in September.
• Darnell Jordan Ellis, 26, 453 Canton Road, Wintersville, possession of cocaine with a gun forfeiture specification. Authorities serving a warrant at Ellis’s home Nov. 15 allegedly found cocaine and a gun.
• Tre’vaun Razar Palmer-Austin, 21, 730 N. Seventh St., Steubenville, felonious assault with a three-year firearm specification. The charges stem from an Oct 23 incident, authorities said.
• Jaimee Shenea Bing, 40, 535 Maxwell Ave., Steubenville, aggravated possession of drugs and possession of a fentanyl-related compound, both felonies. Police executing a warrant allegedly found methylenedioxyamphetamine, a psychedelic drug and stimulant, in Bing’s possession.
• Jerry Ricardo Tillman, 68, 1207 Park St., Steubenville, aggravated possession of drugs and two counts of trafficking cocaine, all felonies.
• John Eric Adams, 60, 181 Talbot Drive, Apt. 3, Wintersville, aggravated possession of drugs, a felony, plus a misdemeanor charge of illegal use or possession of drug paraphernalia.
