Jefferson County grand jury hands down indictments

STEUBENVILLE — The Jefferson County grand jury ordered a Hopedale man to stand trial on charges of having sex with a 13-year-old, taping the child performing sex acts and then sharing those images by phone.

Also indicted was an inmate who allegedly flushed part of his jail-issued jumpsuit down the toilet, causing sewage to back up into the county’s juvenile detention center and prosecutor’s office.

Kenny Emerson Shepard, 87674 Sinfield Road, Hopedale, was one of 14 people indicted by grand jurors Wednesday. One man was named in two separate indictments, while another was secretly indicted.

Also among those indicted were a jail inmate allegedly responsible for clogging a drain in the Jefferson County Justice Center; a homeless woman who allegedly stole a car and nearly $700 from her benefactor; and two men who allegedly beat, threatened and robbed two kids trying make a little money by selling them three pairs of limited edition Nike’s they’d purchased.

Grand jurors returned a 10-count felony true bill charging Shepard, 39, with pandering sexually-oriented matter involving a minor or impaired person; two counts of unlawful sexual conduct with a minor; having weapons while under disability; assault; improperly handling firearms in a motor vehicle; possession of a fentanyl-related compound, possession of cocaine and aggravated possession of drugs, all with forfeiture specifications; and pandering obscenity.

Shepard allegedly had a loaded gun, drugs and a 13-year-old girl in his car when city police pulled him over for driving while his license was suspended July 20 at Market and Seventh streets.

Authorities allege Shepard, 39, was sexually involved with the child and had made videos of her engaging in various sexual acts that he disseminated with his phone. According to police he actively resisted efforts to take him into custody and at one point allegedly bit a sheriff’s deputy on the finger, drawing blood.

The forfeiture specifications would allow prosecutors to seize the 2011 Jeep he was driving at the time of his arrest.

Indicted on a felony vandalism charge was Brandon Christopher Calfee, 176 Nessley St., Empire.

Calfee, 19, allegedly flushed part of his jail-issued jumpsuit down a toilet July 9, flooding the county’s juvenile detention center and prosecutor’s office and causing at least $10,000 in damage.

Others indicted:

• Kayleigh R. Matthews, 38, 153 Teresa Drive, Steubenville, grand theft of a motor vehicle and theft, March 24-28.

Authorities said Matthews had been living on the street before the victim took her in. The two-count felony indictment alleges Matthews, 38, stole a car belonging to the homeowner and also managed to syphon $690 from her account through the Cash App.

• Eric Patrick Sanchez, 31, 139 W. Warren St., Apt. B, Cadiz, felony vandalism. Authorities allege Sanchez “smashed a jail phone to pieces” after a phone call with his girlfriend on July 8.

• Timothy Michael Geary, 44, 543 Arden Ave., Steubenville, failure to register. Geary, 44, allegedly failed to notify authorities of a change in address, despite being required to register his whereabouts every 90 days following his 2005 rape conviction in Columbiana County. Geary currently is incarcerated in another state, authorities said.

• Alexio Fernando Morales, 21, 1557 Main St., Smithfield, complicity in the commission of an offense, a felony, plus two counts of misdemeanor assault, while his codefendant, Claren Daniel Buttman, 19, 146 Saline St., Irondale, was indicted on a single count of robbery.

Authorities maintain Morales and Buttman convinced two other young men who bought three pairs of limited-release shoes so they could resell them on Snapchat and Facebook Marketplace to meet them at a Richmond location July 13, but when the sellers arrived Buttman allegedly pointed a gun at them and Morales allegedly assaulted them, “and they just took the shoes without paying the money.”

• Morale, 21, also was indicted on one count of felonious assault stemming from a Sept. 25, 2022 incident at a party in the Hilltop area of Steubenville.

Authorities allege Morales punched another male at the party so hard “he had to have a number of plates put in his jaw” to reset it.

• Douglas Jaye Snyder, 27, 11858 state Route 213, Toronto, aggravated possession of drugs, a felony, plus a misdemeanor count of illegally using or possessing drug paraphernalia.

The indictment stems from a March 29 traffic stop by Ohio State Highway Patrol. Snyder, who was a passenger in the vehicle, allegedly had methamphetamine in his pocket and shoved it in his boot, along with drug paraphernalia, authorities said.

• Henry Leon Stepler, 66, 576 Fulmer Ave., Akron, aggravated possession of drugs, a felony.

Stepler allegedly had methamphetamine in his possession during a July 7 stop in Steubenville.

• Lovell Carl Johnson, 27, 428 Clinton Ave., Apt. 3, Steubenville, aggravated possession and possession of cocaine, both felonies. Officers with the Jefferson County Drug Task Force reporting finding drugs when they searched Johnson’s home on Aug. 1 as well as $3,050 believed to be proceeded of the alleged drug activity. Both drug charges carry specifications calling for Johnson to forfeit the cash that was found.

• Pete Michael Harlan, 33, 315 37th St., Bellaire, breaking and entering, a felony, Feb. 13-17. Harlan allegedly broke into a residence and stayed there while the homeowners were out of town, authorities said.

• Justin Alan Virtue, 31, 182 Orlando Manor, Wintersville, operation in willful and wanton disregard of the safety of persons or property, violation of lanes of travel on roadways, operating a motor vehicle or tractor without being in control and passing in opposite direction, June 23.

The charges stem from a June 23 accident on State Route 213 that severely injured a woman in an oncoming car.

Authorities state Virtue had difficulty negotiating a turn and apparently overcorrected, crashing into an oncoming vehicle.

• Luke Andrew Magee, 38, 6021 Brocade Road SE, Amsterdam, escape, a felony, June 24. Magee had previously been indicted on related charges of grand theft (auto), breaking and entering and misdemeanor theft.

Wednesday’s indictment adds his escape from Eastern Ohio Correction Center to the slate of charges he already faced in connection with the same incident.
