Jefferson County grand jury indicts 11

STEUBENVILLE — A 32-year-old ex-con who allegedly held a woman captive for three days, repeatedly beating and choking her, was among 11 people indicted Wednesday by a Jefferson County grand jury.

Also among the indictees were a Wintersville woman and her boyfriend who authorities allege tried to beat a drug test by swapping urine, a woman who allegedly threatened a child welfare caseworker and a man who allegedly demanded that a woman get out of his car, then started driving away before she was completely clear of the vehicle.

Grand jurors returned a true bill charging Eugene Quentin Mackenzie Brown, 1470 Sinclair Ave., Steubenville, with kidnapping and three counts of strangulation, all felonies. He also faces a misdemeanor charge of domestic violence.

The indictment suggests Brown, 32, from May 30 through June 1 knowingly caused or created “a substantial risk of physical harm” to the woman, and that he restrained her “by force, threat or deception under circumstances that created a substantial risk of serious physical harm” to the woman.

Authorities say Brown, 32, had been released from prison on April 11 and was living with the woman he allegedly held captive for three days while he strangled and beat her. Under the terms of his parole for the previous offense in July 2020, they said Brown had been forbidden to have contact with the victim.

Grand jurors also returned indictments against Khloe Louise DiBiase, 878 Bantam Ridge Road, Wintersville, and Keith S. Landon, 39, 650 county Road 59, Bergholz. Each of them faces a felony charge of tampering with evidence plus a misdemeanor charge of obstructing official business April 8 in the Jefferson County Courthouse.

Authorities say they suspected DiBiase, 31, came to a pretrial conference in a 2023 drug arrest under the influence and asked her to take a drug test but she said she couldn’t at that time. After her attorney and the prosecutor went into the judge’s chambers to discuss scheduling issues, they allege DiBiase had a friend get her an empty hand sanitizer bottle, then asked Landon to urinate into it. When he returned from the restroom they said Landon handed her the bottle and she stuffed it up her sleeve, then told court staff she was ready for the test.

Authorities said the entire interaction was captured on the courtroom’s surveillance cameras.

Others indicted were:

• Brian S. Argabrite, 55, 219 Hallock Ave., Mingo Junction, gross sexual imposition, a felony, over an 11-day period beginning April 13. The indictment alleges Argabrite had sexual contact with a child under the age of 13.

• Frank James Hague, 1154 township Road 212, Bloomingdale, failure to comply with an order or signal of a police officer and tampering with evidence, both felonies, on Sept. 3.

Hague, 25, allegedly led police on a high-speed chase through Steubenville on a side-by-side, which is illegal to operate on city streets. Police said when they tried to stop him, he fled through the Fort Steuben Mall parking lot , through the Lovers Lane area, then onto Sunset Boulevard. Authorities later located the side-by-side at a shop in Weirton where Hague allegedly was trying to get it painted because it had pink Barbie stickers on it.

• Floyd Eugene Arnold, 54, 1820 James St., Durham, N.C., vehicular assault and failure to comply with an order or signal of a police officer, both felonies, plus a misdemeanor charge of resisting arrest.

Authorities allege that Arnold was arguing with a woman May 21 and told her to get out of the car, but before she was clear he pulled away, striking her with the car door and causing injury. They said he fled the scene “so as to willfully elude or flee police,” and when he was finally stopped resisted arrest.

• Cassie Thornton, 44, 209 Isabella St., Brilliant, aggravated menacing, a felony.

Thornton allegedly threatened to kill a children’s services caseworker tasked with removing a child from her home on Jan. 22, authorities said. Under Ohio law caseworkers are a protected class, making it a felony.

• Mark J. Withers, 44, 2721 Sunset Blvd., Steubenville, operating a vehicle under the influence of alcohol, drugs or a combination of the two, a felony.

Authorities allege Withers’ blood-alcohol content was twice the legal limit when he was pulled over April 13 after he and his domestic partner were in a fight at a Mingo Junction tavern.

Grand jurors noted Withers in 2007 had been convicted in Hancock County of driving under the influence, third and subsequent offense.

• Deanna Langsdorf, 25, 614 Columbus Ave., Apt. A202, Martins Ferry, felony charges of aggravated possession of drugs and tampering with evidence.

Authorities allege Langsdorf had methamphetamine in her possession that she tried to jettison when she was pulled over by Ohio State Highway Patrol troopers Feb. 23.

• Indicted separately on felony charges of failing to register as sex offenders were Frank Raymond Bocek, 17 Ridgeland Drive, Toronto, and Joseph Lee Hicks, 105 Edward St., Mingo Junction.

Bocek, 44, and Hicks, 42, are required to update their residency due to prior convictions for third degree sexual assault — Bocek in Hancock County in 1999, and Hicks in Ohio County in 2003.
