Indictments handed down by a Jefferson County grand jury
STEUBENVILLE — A man who allegedly killed a good Samaritan who was trying to shield a pregnant woman from harm during a domestic dispute was ordered Wednesday by a Jefferson County grand jury to stand trial.
Kelsey Lee Henry, 801 Oakmont Ave., Steubenville, was one of 17 people indicted during the June term of the grand jury. Also among those facing trial are a man facing eight felonies and two misdemeanors for allegedly putting family members in fear of their lives during a drunken rampage; a man allegedly caught with what’s been described as “an arsenal of weapons” in his house while he was out on bond after being indicted for shooting at police several months ago; and a man who allegedly used a baseball bat to assault another man.
Henry, 22, was indicted on charges of murder, tampering with evidence and domestic violence with a repeat offender specification, all of them felonies.
Authorities allege the victim, 58-year-old Bruce W. Flieger, was stabbed to death May 8 when he tried to stop Henry from assaulting a woman both knew was pregnant, then tried to get rid of evidence — the knife used to kill the Jewett resident.
According to the indictment, Henry has two prior domestic battery convictions — in 2022 and 2023 — in Ohio County, W.Va.
Tyler Scott Vannest, 648 Township Road 167, Mingo Junction, two felony counts of kidnapping, two felony counts of abduction, and two counts of felonious assault, plus two misdemeanor counts of domestic violence and a misdemeanor count of using a weapon while intoxicated.
The indictment charges Vannest, 31, was under the influence of alcohol, drugs or both and wielding a shotgun May 27 when two family members had to jump out a second-story window to safety. A baby asleep in another room in the house was not harmed.
Authorities said the two victims had told them Vannest threatened to “kill everyone in here” after assaulting them. They said they tried to barricade themselves in a bathroom and begged him not to hurt them but were told “it’s too late.” They told authorities Vannest went to get a gun and, realizing they wouldn’t be able to hold him off because the door had been “knocked in before” and wouldn’t lock properly, they jumped.
Police allege Vannest was “pointing the shotgun out the window” when they arrived but they convinced him to surrender. They said a deputy had gone into the house to get the sleeping baby to safety.
The kidnapping and abduction charges allege Vannest wouldn’t let the victims leave the house and restrained their ability to leave the house by terrorizing them or threatening harm to them.
• Keith W. Roberts, 56, 1880 township Road 162, Mingo Junction, gross sexual imposition and failure to register as a sex offender, both felonies. The indictment alleges that on Jan. 20, Roberts had sexual contact with a female whose ability to resist or consent “was substantially impaired because she was sleeping.” Authorities charge he also failed to update his address as required by a 2007 conviction in Jamestown, N.Y., for sexual abuse involving a juvenile under the age of 11.
• Timothy Andrew Vrontisis, 142 N. 6th St., Steubenville, felonious assault.
Vrontisis, 26, allegedly hit a man with a baseball bat April 23, causing serious harm, authorities said.
• Lincoln Joseph Peacock, 437 Fourth St., Bergholz, violating a protection order. Peacock, 25, allegedly called a woman “14 times from jail” from April 15 to May 8, even though he’d been ordered by Wintersville County Court Judge Michael Bednar to have no contact with her.
• Noah Ryan Martin, 27, 209 Maryland St., Tiltonsville, felony domestic violence.
Martin allegedly “choked, slapped and pulled (a woman’s) hair because he wanted her to go to sleep and she didn’t want to,” authorities said. He had been convicted of domestic violence against the same woman in Dillonvale County Court in January.
• Adam Coy Roberts, 43, 616 State Route 151, Mingo Junction, having weapons while under disability April 22.
The felony indictment charges Roberts “had an arsenal of weapons in his house while he was still under indictment” for shooting at police officers last year in the Gould’s Run area.
Authorities said Roberts had “posted bond and ended up at his house again” after being indicted in November on two felony counts of felonious assault with firearm specifications, plus misdemeanor counts of inducing panic and using weapons while intoxicated. The 2023 indictment had alleged Roberts fired “multiple rounds from multiple weapons” at a Jefferson County sheriff’s deputy and other officers responding to the shots fired call in the Gould’s Run area. Police had reported finding 110 spent shell casings in his home after that Sept. 7 incident.
• Kijana Laroy Smith, 47, 28 Vermont St., Wheeling, felony charges of possession of cocaine with a major drug offender specification, possession of heroin and designing a vehicle with a hidden compartment used to transport a controlled substance. Prosecutors also are seeking forfeiting of cash and an automobile.
Members of the Jefferson County Drug Task Force said they were getting ready to execute a narcotics search warrant at a Smithfield Township residence on April 1 when they saw Smith pulling away from the residence in a 2017 Jeep Cherokee. He was stopped and Jefferson County K9 Ripley allegedly alerted to the presence of drugs in the vehicle, but officers had said they were unable to locate any contraband until they found the hidden compartment under the driver’s seat.
The indictment alleges police found more than 100 grams of cocaine in the vehicle and between 10 and 50 grams of heroin, as well as $14,910 believed to be drug proceeds and the Jeep proceeds of the alleged drug sales.
• Tyrelle Lee Gilbert, 41, 1649 Ridge Ave., Steubenville, aggravated possession of drugs and possession of a fentanyl-related compound, both felonies and both with a forfeiture specification. Authorities alleged Gilbert had methamphetamine and fentanyl “in tablets that look like candy in a dish” when his house was searched Feb. 8. Prosecutors are seeking forfeiture of $12,3000 in cash that was found in the residence.
• David Wayne Robinson, 218 Hazelwood Dr., Wintersville, a felony charge of operating a vehicle under the influence of alcohol, drugs or a combination of the two on Dec. 9, along with two misdemeanor counts of contributing to the unruliness or delinquency of a minor and violating a protection order.
Authorities say Robinson, 42, was going to be charged with contributing to the unruliness of a child for allegedly allowing the adolescent to drink when they realized he was actually operating the vehicle and had an active order of protection against him.
• Aleah Shelish Adams, 27, 430 Canton Rd., Apt. 14, Wintersville, felonious assault. Adams allegedly stabbed a man after what authorities described as a “short but tumultuous relationship” and said the male “was provoking her” while he videotaped the incident.
• Marquon Cornell Underwood, 27, 1915 Yankee St., Wesllsburg, improperly handling a firearm in a motor vehicle, possession of cocaine, possession of heroin and illegally conveying drugs into a government facility, all felonies. Authorities said Cornell was originally charged with allegedly having a loaded gun within his reach on Feb. 20 but was caught with cocaine and heroin in his possession when he was being booked into the county jail.
• Jesse James, 64, 402 Spring Ave., Steubenville felony assault. James allegedly sucker punched a sheriff’s deputy in the lobby of the Jefferson County Justice Center on May 21
• Tony Lee Oaks, 44, 56 Talbott Dr., Wintersville, burglary, a felony, for allegedly entering an occupied structure with the intent to commit a criminal offense. Authorities said a county resident returned home March 2 to find a dent in his garage door and when he opened it, allegedly found Oaks inside “going through his laundry, folding clothes he planned to take.”
• Durent Quent Thornton, 2060 Eve Dr., Steubenville, having weapons under disability, a felony. The indictment alleges Thornton, 25, had a gun in his possession Dec. 6 despite being prohibited from having or using guns due to a 2020 felony conviction in Jefferson County Common Pleas Court for aggravated assault
• Richard Robert Dobbs, 28, 104 Stewart St., Empire, escape. The indictment charges Dobbs failed to return to Eastern Ohio Correction Center or his probation officer March 18 after either following temporary leave granted for a specific purpose or at the time required when serving a sentence in intermittent confinement.
• Kenny Emerson Shepard, 39, 87674 Sinfield Rd., Steubenville, felony counts of aggravated possession of drugs, possession of cocaine, having weapons under disability and tampering with evidence. The indictment alleges Shepard had methamphetamine and cocaine in his possession March 31, and that he tried to get rid of the contraband.
