MINGO JUNCTION -- Two individuals are running in the Nov. 7 general election to fill the village's clerk spot, a position that has been unfilled since 2022.
Joseph L. Mannarino Jr. served as the fiscal officer for Steubenville Township from 2004 to 2012. A 1975 graduate of Mingo High School, Mannarino is employed at Labor Union Local 809.
Jay Fabian is an equipment operator in Wells Township. A 1990 graduate of Mingo High School, Fabian worked at Mountain State Carbon for 22 years as crew leader and heavy equipment operator.
One of the two candidates will fill the clerk position, previously occupied by James H. "Jags" Huggins Jr., who died Nov. 9, 2022, during his second term.
In addition to background inquiries, candidates were asked the following questions:

Q: What other experience do you have, including volunteer work, involvement in civic or church groups and any offices held?
A: "Board of directors, Valley One (Community Federal Credit Union.)"
Q: What are three things you'd like to accomplish or three issues you'd like to address if elected:
A: "Try to find money in the budget to hire more police officers and maintain a balanced budget, as the previous clerks have done."

Q: What other experience do you have, including volunteer work, involvement in civic or church groups and any offices held?
A: "I belong to many organizations. I have been an officer at Brilliant Boat Club for more than a decade and am now currently the treasurer. This position has strengthened my skills in finance and will give me an advantage if elected as village clerk."
Q: What are three things you'd like to accomplish or three issues you'd like to address if elected?
A: "I look forward to keeping Mingo a fantastic place to live. I am a lifelong resident of Mingo Junction, and I raised my children here. I wish to continue making this a wonderful place where children can grow up safely. I also wish to ensure our community's assets and finances are stable and allocated properly."
