Jefferson County grand jury issues indictments

STEUBENVILLE — A man who was wearing an ankle monitor when a female friend allegedly purchased a gun for his use was indicted by a Jefferson County grand jury Wednesday.

T’arrah Mullins, 490 S. Sixth St., Steubenville, and Lonnie Lee Smith, 1117 State St., Steubenville, were among the eight people ordered to stand trial for the alleged gun violations.

Mullins, 26, was indicted on a felony charge of unlawful transactions in weapons.

The indictment alleges Mullins “did recklessly sell, lend, give or furnish a firearm” to Smith, a “person prohibited” from having or possessing guns.

Authorities said Smith, 42, “a multi-time offender,” was on probation and wearing an ankle monitor “when (they) tracked him to a gun store” on May 25.

They claim Mullins “went in and purchased the weapon because she’s a non-felon, and when she got back in the car sat it next to him” and the box was “sitting right by Smith when (their) car was pulled over.”

Smith, indicted on a charge of having a weapon under disability, is barred from having or owning guns due to a 2021 conviction in Jefferson County for felony drug trafficking.

Grand jurors also ordered Dwight Anthony Dwyer, 45, 100 Powells Lane, Wintersville, to stand trial on charges he improperly handled firearms in a motor vehicle, a felony, and defaced identification marks of a firearm, a misdemeanor.

The indictment alleges Dwyer was carrying a concealed, loaded gun on June 3 despite having “a concentration” of drugs or alcohol in his system and that he “altered, removed or obliterated” identifying information on the gun.

Authorities allege Dwyer had a firearm with a serial number “so scratched you couldn’t read it” and that it had “anti-police rhetoric scratched into it.”

Others indicted include:

— Cody Matthew McQuiston, 1085 township Road 156, Rayland, four counts of weapons under disability, all felonies, and misdemeanor domestic violence.

Authorities allege that on May 23 McQuiston, 36, had four guns in his possession — a Marlin .22 caliber rifle, a Ruger 10/22 .22 caliber rifle, an Eddy Stone Rifle Model 1917, and a Steves 12 gauge shotgun — despite being prohibited from having firearms due to a 2017 conviction for felony aggravated assault in Allegheny County, Pa.

Authorities allege McQuiston allegedly violently assaulted a family member as well, “beating the woman half senseless.”

— Melissa Marie Marker, 36, Tippecanoe, Ohio, aggravated possession of drugs and obstructing justice, both felonies, and Benjamen Michael Delguzzi, 37, 164 Marine Rd., Toronto aggravated possession of drugs and failure to comply with an order or signal of a police officer, both felonies.

Delguzzi’s indictment alleges he had 25 grams of methamphetamine on April 14 and tried to flee arrest by Ohio State Highway Patrol.

Marker’s two-count indictment alleges she knowingly obtained, possessed or used methamphetamine and that she tried to keep Ohio State Highway Patrol from arresting Delguzzi.

— Denese A. Sponsel, 153 Teresa Drive, Steubenville, aggravated possession of drugs and possession of cocaine, both felonies. Sponsel, 60, allegedly had methamphetamine and cocaine in her possession March 7 in Steubenville.

— Meghan Marie Liddick, 31, 715B N. Fourth St., Toronto, three separate counts of aggravated drug trafficking, all felonies.

Authorities allege Liddick had methamphetamine in her possession on March 16, 19 and 25.
