LISBON -- Elvin E.J. Tisdale, 32, of Newell has been charged in the 2021 shooting death of 20-year-old Brycen Douglas, who was killed in front of a Pennsylvania Avenue, East Liverpool residence in 2021.

Columbiana County Prosecutor Vito J. Abruzzino announced Tisdale was taken into custody Friday morning in Hancock County, and is awaiting extradition to Columbiana County to face charges of aggravated murder and murder, both unclassified felonies, and having weapons while under disability, a third-degree felony.

Abruzzino said no further information would be released at this time, pending notification of the victim's family members.

"We send our solemn thoughts to the family and we'll pursue this case to the full extent provided by law," he said.

A 2019 graduate of Southern Local High School, Douglas, of Wellsville, was found dead from an apparent gunshot wound on the front porch of the Pennsylvania Avenue home located in the 1200 block on July 15, 2021.

Abruzzino gave credit to the state and local law enforcement agencies for their investigative efforts in the shooting. He said the East Liverpool Police Department, Ohio Bureau of Criminal Investigation and members of the Columbiana County Major Crimes Task Force conducted a thorough investigation that resulted in the grand jury indictment.

The secret indictment was issued Wednesday by the Columbiana County Grand Jury. Both murder charges include firearm specifications for allegedly using a firearm to facilitate the offense.

The aggravated murder count alleged Tisdale "did purposely, and with prior calculation and design, cause the death of Brycen Douglas," with the murder count alleging he purposely caused the death of Douglas. The weapons charge stemmed from Tisdale being barred from having or using a weapon due to a previous conviction for trafficking in drugs in 2016 in Columbiana County.

According to Abruzzino, the maximum possible penalty Tisdale could face, if convicted, is life in prison without the possibility of parole.
