WEIRTON -- Another step has been taken in establishing a new business development along the Three Springs Drive area of the city.
During the Dec. 14 regular meeting, City Council voted unanimously on a resolution to accept the deed with the Business Development Corp. of the Northern Panhandle for land as part of the Park Drive Development Project.
The proposed development would include both retail and residential opportunities, and has been in the works with cooperation from the BDC, Park Drive Development LLC and the city.
Later in the meeting, Jessica Gumm, the city's planning and development director, explained the city had to hold the deed for any property it is set to maintain in the development, such as the streets, parking lots and sidewalks, as part of the conditions for federal funding used in the project.
"We have a grant from the EDA," Gumm said. "They have to transfer it to the city."
According to information provided by the city on Dec. 11, the required permits for the project have been submitted to the state Division of Highways, Department of Health and Human Resources and the Department of Environmental Protection.
The final plans for the subdivision are being reviewed before submission to the state Economic Development Administration to begin the bid process. Construction is planned for the spring.
In other business during the Monday meeting, Weirton Council approved:
¯ A resolution directing the city manager to install Christmas displays on Three Springs Drive and Penco Road
¯ A resolution to purchase three in-car cameras and laptops for the Weirton Police Department for a total of $37,938.20
¯ A resolution to commission a study regarding land use zoning at the former Jimmy Carey stadium property
¯ A resolution for audit services for the 2019-20 and 2020-21 fiscal years, for $19,800 each year
¯ A resolution to purchase wall units for the city's Finance Department at $40,000
¯ A resolution to purchase two Smart Board 7086R Pro Series displays and software for $19,400
¯ A resolution to purchase audio/visual equipment, plus labor costs for the Municipal Building and Millsop Community Center, at $147,755.78

¯ A resolution for the purchase and placement of a pole and wire for the light on Delaware Avenue, at $1,308 plus $8 per month
¯ Resolutions for life insurance, dental insurance and health insurance for eligible employees
¯ A resolution to contribute $1,000 to the Hancock County Humane Foundation in recognition of Rick and Karen Rine
¯ First reading of an ordinance to rescind Ordinance 2033 establishing a handicap parking stall at 216 Lane St.
¯ Second reading of an ordinance to establish a residential disability parking space at 216 Elmer Ave.
¯ Second reading of an ordinance establishing a 60-foot handicap parking area at Memorial Baptist Church, and eliminating the established handicap unloading and loading zone at the church
¯ Second reading of an ordinance amending the text of the Unified Development Ordinance Table 1.
¯ Council also passed resolutions re-appointing John Porco and Jason Backel to the planning commission, and Romie Castelli Jr. and Michael Hagg to the traffic commission.
