Man pleads guilty to four counts of rape

STEUBENVILLE — David M. Kausky, 35, of Amsterdam pleaded guilty on Thursday before Jefferson County Common Pleas Judge Michelle Miller to four counts of rape involving an 8-year-old girl.

Sentencing is scheduled for 10:30 a.m. on Nov. 13. There is an agreed recommendation between the prosecutor’s office and the defense attorney for Kausky to serve life in prison, with parole eligibility after 15 years.

The rapes occurred from January 2016 through August, according to the prosecutor’s office.

Kausky was indicted by the grand jury on Feb. 7 but failed to appear for his arraignment. He was arrested on Feb. 25 by the U.S. Marshals Service at a recreational vehicle park in Marietta.

The prosecutor’s office reported evidence in the case includes a confession and DNA test results.

Kausky pleaded guilty in common pleas court in 2002 to a reduced charge of sexual imposition, and was sentenced to 60 days in jail. He pleaded guilty in 2005 to a charge of gross sexual imposition and failure to report his address as a sexual offender to the sheriff’s department. He was sentenced to two years in prison. He pleaded guilty in 2011 to a charge of failing to report his address to the sheriff’s department and was sentenced to one year in prison.

Harley Rawson, 31, of Steubenville was sentenced to a total of seven years in prison on Friday by Judge Joseph Bruzzese Jr. after Rawson pleaded guilty to a charge of robbery and a parole violation.

Rawson was arrested by City Police on Sept. 27 in connection with the robbery of a 79-year-old man outside of the Steubenville Wal-Mart.

Police reported security video showed Rawson walk up to the man around 12:30 p.m. on Sept. 27 and bump into the man, causing him to fall. Rawson then helps the man up, but takes a wallet from the elderly man, police reported.

Police reported the security video showed Rawson walking around the parking lot prior to the robbery.

Officers responded about two hours later to the 1100 block of Claire Avenue after receiving a report about people being inside a vacant house. Police reported as they were searching the house, three people jumped out a second-floor window. All three suffered injuries from the fall, were taken into custody and transported to Trinity Medical Center West for treatment.

Police reported the house was further searched and Rawson was found inside.

Rawson was released from a state prison in February after serving a five-year sentence out of Jefferson County Common Pleas Court on charges of robbery and theft, according to the Ohio Department of Rehabilitation and Correction.

Assistant Prosecutor Stephen Lamatrice brought the case to common pleas court on a bill of information, bypassing the grand jury.

Joseph C. Rushin, 30, of Steubenville was sentenced on Thursday by Miller to six months in prison after admitting to a probation violation.

Rushin pleaded guilty in October 2014 to improper handling of a firearm in a motor vehicle. He was sentenced to six months in the Eastern Ohio Correction Center and placed on probation for two years. A probation violation was filed several weeks later but Rushin wasn’t found until May. Another arrest warrant was issued in July when he failed to appear for the probation violation hearing. He was arrested on Sept. 27.

Frank A. Zurek, 40, of Dillonvale was sentenced to 60 days in jail and six months in the Eastern Ohio Correction Center by Miller on Thursday after Zurek pleaded guilty to burglary and theft of an elderly person.

Zurek will be on probation for two years and faces 12 months in prison if he violates probation.

Morgan A. Aracich, 23, of 2126 Bethany Pike, Wellsburg, was sentenced by Bruzzese on Friday to six months in the Eastern Ohio Correction Center after Aracich pleaded guilty to felony tampering with evidence and misdemeanor counts of receiving stolen property and obstructing official business.

She will be on probation for two years and faces 18 months in prison if she violates probation.

Woodrow Thomas Jr., 51, of 1302 Pennsylvania Ave. was placed on probation for two years by Bruzzese on Friday after Thomas pleaded guilty to possession of heroin. Thomas faces 12 months in prison if he violates probation.
