Steubenville Police Charged: Employees say a man who left the midtown Speedway last week without paying for a candy bar and T-shirt allegedly stopped on the way out to withdraw some money from the ATM and forgot to collect his debit card and receipts, Tuesday. Police said the man, John R. Taylor, 817 Rinker Road, Steubenville, was already in custody on unrelated charges so the information was forwarded to the prosecutor, who has since filed a misdemeanor theft charge against him.
