Steubenville Police
Not talking: Police said a man treated at the hospital for assault told them he’d been pistol-whipped “for an unknown reason,” Friday. They said his face was bleeding and he had “an obvious laceration,” but told them he didn’t know his assailant, nor would he pursue charges if he did.
Causing problems: Callers said a man in the lobby of a building in the 100 block of North Fourth Street Friday was “waiving a (gun) and had also kicked in the fire escape,” but two men who were there said he kicked in the back elevator door but they didn’t know anything about a gun, Friday. The property manager arrived on scene and said she’d received calls about a resident being pistol-whipped earlier and another report the fire escape door being kicked in and damaged … (and) the back elevator door being pulled open. She said she didn’t know who was pistol-whipped and didn’t see any damage to the elevator door, but she wanted the man causing the problems to stay away.
Drunk: Police said a man who had fallen down in the 600 block of Market Street was found to be “intoxicated to the point that he could not stand,” Friday. An ambulance transported him to the hospital.
Tricky situation: A woman in the 2400 block of Sunset Boulevard wanted a man removed from her residence, Saturday. She told police the man, the father of her child, showed up and was belligerent. He had left before the officers could get there.
Sing along: Callers reported a man scaring other shoppers in the Kroger parking lot, Thursday. The store manager told them a female shopper was frightened because the man was being loud, but when police spoke with the man they said he “seemed perfectly normal.” He told police he was “singing a rap song in his vehicle,” but denied doing anything to anyone in the parking lot.”
Bar fighting: People were “yelling and pushing each other” outside a business on Sunset Boulevard, Sunday. An officer who heard the yelling said when he got out of his cruiser, half of them went into the bar and the rest started getting into a car. A female who was present said she was driving some of them home.
Reported: A caller reported a man forced a female into a vehicle in the 1200 block of Arlington Avenue, Saturday. The witness told police the two were arguing when he “began forcing the female into the vehicle and left the area before officers arrived.” The vehicle was said to be an older model gold-colored sedan.
Trailed: Callers asked police to check the trails between Union Cemetery and Beatty Park for a homeless encampment, but police said there was no sign of one, Thursday.
Mistreated: Police were asked to check on the welfare of a dog at a residence in the 900 block of Sherman Avenue, Thursday. Jefferson Metropolitan Housing Authority personnel were there when police arrived and had the dog outside. They said the dog was taken to the animal shelter to be checked out. After questioning neighbors about how long the owner had been away police impounded the dog and scheduled a hearing.
Burning bridges: A disturbance was reported at a Sunset Boulevard business, Thursday. Employees gave police a description of the individual, who they located walking away from the store. Police said he admitted involvement and they told him employees don’t want him in the store again.
Accident: A Richmond man was charged after police said they noticed him trying to leave the area of Sunset Boulevard at Estelle Avenue but was unable to because his car was stuck on a utility pole, Saturday. Charles McCleery, 61, 3005 state Route 152, Richmond, was charged with operating a vehicle under the influence and cited for failure to maintain control after he admitted he’d been drinking vodka and orange juice an hour before. Police said McCleery’s speech was slurred and his eyes were “very glossy,” and said he was unsteady on his feet and visibly shaking while speaking with them.
Hit-skipped: A motorist told police she was in the turning lane at the intersection of John Scott Highway and Sunset Boulevard when someone in an older, dark red vehicle “came from behind her at a high rate of speed and struck the rear of her vehicle,” Saturday. The other driver fled the scene.
Fraud: A Marian Place resident told police someone racked up $99 in purchases on her debit card, Thursday. She said the debits weren’t hers and no one had permission to use her card.
Didn’t see it: A Toronto woman told police she was waiting for vehicles to “clear out of the parking lot” at Trinity Medical Cenger West and accidentally backed into a SVRTA bus, Thursday. Police said damage appeared to be limited to minor scratches and scuff marks.
Concerned: Employees at a veterinary hospital were worried because a woman came in and inquired about putting a dog down, Thursday. Upon learning the veterinarian did not euthanize animals, they said the woman mentioned “using morphine because she could not afford to euthanize her dog.” Police located the woman with the man who owned the dog, who said it has a tumor and he believe it is dying, so his friend went over to talk to the veterinarian. He said no one has given the dog morphine.
Gassed: A resident in the 400 block of South Fourth Street told police a man she didn’t recognize was knocking on doors and then sat on her porch, Friday. Police said Davon K. Jones, 43, 811 Efts Lane, Steubenville, told them he’d run out of gas and claimed to know a man who lived at the residence who he thought would help him, but the homeowner said she had no idea who he was.
They allege Jones initially gave them a couple of different names, but after identifying him through other means they learned he had an outstanding warrant out of Jefferson County Common Pleas Court for burglary. He was booked into the county jail on the warrant and also charged with falsification. Police said he told them “He lied because he has been in trouble in West Virginia and did not want his name brought into a report.”
Thirsty: A man caused a disturbance at the West End Speedway because employees wouldn’t sell him alcohol, Friday. Employees said when they told him they’re not allowed to sell alcohol that late they said he “yelled … and threatened him” before one of his friends walked him out of the store and got him in a red Ford pickup.
Dumpster diving: Police were asked to investigate after a caller reported a man sifting through a dumpster in the 2100 block of Sunset Boulevard and allegedly making “comments about robbing a store,” Friday. Police spoke with the man, who they are familiar with, and advised him scavenging is not allowed in the city.
Overstayed: A woman in the 4600 block of Scioto Drive wanted police to remove her brother from her residence, Friday. The man had been visiting “for a couple weeks” and she advised she wanted him to go. Police convinced her it wouldn’t be feasible to expect him to leave on short notice, so she gave him up to three days to get out.
Potty mouth: Callers reported a man in the 1200 block of Ridge Avenue “yelling and using profanity,” Friday. Police said the man told them “He was upset at neighbors in the area and alleged (they) were selling narcotics.” Police told the man he should call police instead of yelling at the individuals involved.
Questions: A Lovers Lane resident and her friends said they were sitting at her table when a juvenile who lived in the same building “arrived and struck the back door,” Friday. She said she’s been having ongoing issues with the residents of that apartment and said “they continue to harass her and her friends who also live in the … complex.” One of the caller’s friends said a juvenile had written an obscenity on her mailbox and said she had video of the child’s mother “attempting to remove the writing.” Police talked to the juvenile’s mother, who told them her son had was just being a child. She also admitted her daughter had written profanity on the mailbox and said the problems between the two households started after the caller accused her of theft.
Incident: A fight was reported in the 800 block of North Fifth Street, Saturday. Police said the man involved in the ruckus had already left but “an intoxicated female” was still there. She and a friend told police the argument stemmed from the man refusing to leave the residence when they asked him to.
Upsetting: An employee at the mid-town Speedway told police a man who was previously banned from the property was upset when he wasn’t allowed in the store, Saturday. They said the man had previously stolen from the store, and when he wasn’t allowed inside, he argued and “began calling the employee names and … spitting at him.” He left on foot.
Assistance: Police checked the alley behind the 500 block of Maxwell Avenue to assist firefighters with an unresponsive female, Saturday.
The woman told police she’d “fallen asleep in the alley after drinking heavily,” and since there was nothing to indicate otherwise and she declined medical attention, they gave her a ride home.
Charged up: A man on the ground at the North End ballfield told police he was resting while he charged his phone, Saturday. They asked him to move to the shelter so other callers wouldn’t be alarmed, which he did.
Stolen: A Ridge Avenue resident said a friend of her granddaughter’s stole her cell phone, Saturday. She said her granddaughter saw him with it after it turned up missing, but now he’s not taking her calls.
Charged: Kory D. Smith, 38, 800 Oakmont Ave., Steubenville, possession of drug paraphernalia and a scale, Friday. Smith also was cited for driving under suspension, they said. Also charged were Damion Irizarry, 48, no fixed address, petit theft and contempt of court, Saturday; Bobby Lancaster, 55, no fixed address, fugitive from justice, Sunday. Police said Lancaster had an outstanding warrant from Brooke County for a burglary in Weirton.
Drugs: Police issued a drug overdose form to a man in the 1300 block of Euclid Avenue who firefighters had to revive with Narcan, Saturday.
Second thoughts: A Market Street resident said she let her son use her car but he didn’t return it and he wasn’t answering her calls, Saturday.
Cited: Nicholas Larkins, 24, 745 Brady Ave., Steubenville, red light violation; Derahn Brown, 35, Steubenville, no operator’s license; Also, the owner of a vehicle parked in the 100 block of North Fourth Street was cited for blocking a fire hydrant.

Load lost: Metal carts spilled from a truck onto the road and bridge, Friday. Police said there was no identifying information on the carts. Steubenville police helped search for the truck, reporting they spotted it on Veteran’s Memorial Bridge “still losing items.” Police helped deputies clear the cars from the road and bridge.
