Arrested: Justin Frazier, 24, 129 Reichart Ave., Wintersville, domestic violence, Monday.

Arrested: Brianna L. Whitman, 21, 287 Second St., Bergholz, contempt, Monday.

Detecting: Mail from two Jefferson County households — one on state Route 151, Mingo Junction, the other in Bloomingdale — found in refuse removed from an illegal dump on state Route 151, Monday.

Steubenville police

Arrested: Bobby Fitch, 37, 1129 County Road 15, Rayland, possession of drug paraphernalia, and Amber Long, 35, 100 Harding Ave., Steubenville, possession of drugs, possession of drug paraphernalia and possession of drug abuse instruments, Monday. Police reported stopping the Fitch vehicle after noticing a badly cracked windshield and said they found a crack pipe during a search to which he had consented. Fitch told police a friend had left the item in his car. Long, a passenger, allegedly had hypodermic needles and a glass crack pipe in her possession, and officers reported finding several pieces of crack where she had been sitting.

Towed: A vehicle parked in the 700 block of Oakmont was towed because it was parked in an area that had been temporarily designated “no parking” because of resurfacing work being done, Monday. Crews told police they’d already had to track down the vehicle owner once to have it moved.

Found: A clear plastic bag with a white substance found at a property in the 700 block of North Seventh Street, Monday. Police said the material tested positive for cocaine.

High: Owners of properties at 1054 Adams, 1605 Ridge Ave., 2121 Paddy Run Road and 2115 Paddy Run Road were notified grass is in violation of city ordinance.

Bumped: The drivers of two vehicles involved in a fender-bender in the 400 block of South Sixth Street each told police they were stopped in traffic at the time, Monday. No damage was visible on either vehicle, police said.

Reported: A man said he was walking in the 100 block of North Fourth Street when he was struck in the head and back, Monday. Police said bruises he showed them appeared to be old, but at his request he was taken to the hospital.

Dispute: Callers reported a man chasing a female who was yelling for help, Monday. The woman told police she was at a residence on Sunset Boulevard when the male occupant exposed himself, Monday, so she fled. The man said she was “a booty call” and had run off after stealing $125 from him, so he chased her. Neither party was interested in pressing charges.
